BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING NOVEMBER 10, 2020, 6:00 PM, VIRTUAL MEETING HELD VIA ZOOM A regular monthly Council Meeting of the Borough of Barrington was held via Zoom with Mayor Harris presiding. CALL TO ORDER Mayor Harris called the meeting to order via Zoom at 6:00pm with the Sunshine Statement announcement and pursuant to the Executive Orders and guidance issued by the State of New Jersey due to the Corona virus state of emergency. She led everyone present in the Pledge of Allegiance. ROLL CALL The Municipal Clerk called roll of Council with the following in virtual attendance: Councilman Ludwig, Councilman Cerrito, Council President Robenolt, Councilman Drumm, Councilman Beach and Councilman Hanson. Also participating via Zoom: Mayor Harris, Municipal Clerk Terry Shannon and Timothy Higgins, Esq. MINUTES FOR APPROVAL Mayor Harris announced that the minutes from the October 6, 2020 Caucus meeting and the October 13, 2020, Council meeting were submitted for review and asked if there were any corrections. Seeing none, on a motion by Councilman Drumm, second by Councilman Robenolt, the minutes as submitted were approved with all in favor. COMMITTEE REPORTS The Municipal Clerk read a summary of the October 2020 monthly reports from the following departments: Police, Fire, EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Construction, Trash and Recycling and the August report from the Court Administrator. On a motion by Councilman Hanson, second by Councilman Cerrito, the monthly reports were approved as submitted by all members of Council present. ORDINANCES FOR INTRODUCTION ON FIRST READING: The Clerk read as follows. Ord. 1130 Authorizing a Special Emergency Appropriation of $25,000 for Codification On a motion by Councilman Drumm, second by Councilman Beach, the first reading of the ordinance was approved with the following poll vote: Ludwig-yes; Cerrito-yes; Robenolt-yes; Drumm-yes, Beach-yes; Hanson-yes. The Clerk stated that this ordinance will be considered for adoption after proper notice and a public hearing to be held during the December 8 council meeting. RESOLUTION CONSENT AGENDA The Clerk read the following resolutions to be approved by consent agenda and announced that resolution 110, Authorizing a Shared Service Agreement with Runnemede for the Sanitary Sewer Extension, is being removed from the consent agenda. There are still some things that need to be resolved before that resolution can be approved. 11-2020-102 Establishing Emergency Remote Meeting Protocols 11-2020-103 Authorizing Distributions to Qualifying Members of the Barrington Fire Department under the LOSAP Program 11-2020-104 Authorizing the Regional Fire Alliance to Issue Refunds to Magnolia Businesses 11-2020-105 Authorizing Contracts with Certain Approved State Contract Vendors 11-2020-106 Establishing and Implementing a Fair and Open Process for Selection of Various Professional Service Providers for Calendar Year 2021 11-2020-107 Appointing Krisden McCrink for a Three-year Term as Municipal Court Judge 11-2020-108 Deleting 2020 Tax Exemptions 11-2020-109 Authorizing 2020 Budget Transfers 11-2020-111 Approving the November Bill List in the Total Amount of: $3,748,702.95 On a motion by Councilman Hanson, second by Councilman Ludwig, the resolution consent agenda was approved with the following poll vote: Ludwig-yes, Cerrito-yes, Robenolt-yes, Drumm-yes, Beach- yes, Hanson-yes. PUBLIC PORTION: On a motion by Councilman Drumm second by Councilman Robenolt, the public portion of the meeting was opened. Mayor Harris advised that if you have comments or questions, state your name and address for the record. Public comment is limited to f ive minutes per person. Seeing no comments from the public, on a motion by Councilman Ludwig, second by Councilman Cerrito, the second public portion of the meeting was closed. COMMENTS FROM MEMBERS OF THE GOVERNING BODY Councilman Ludwig—wished everyone a good Thanksgiving. Councilman Hanson—Fall Fun with First Responders event went great—thanks to the Fire Department and EMS for their work on this. There were over 70 scarecrows made and many are displayed along Clements Bridge Road. Congratulations to the Halloween house decorating contest winners—there were 13 participants and the top three are on the Facebook page. Thanks to the Girl Scouts and Public Works for their work at Lost World Park. Thanks to Ben Didio who made improvements to the Shreve Ave playground for his Eagle Scout project. All of our parks are open. Lost World Park has barriers to keep cars out. Food pantry is still operating. If you want to donate or need food, please email me. If you need a Thanksgiving meal box please email me. The giving tree is up at Rite Aid this year. These gifts will go to kids in town. You can also donate money to the Civic Association and we will purchase gifts. The holiday house decorating contest information will be posted soon. Councilman Drumm—resident Jennifer Milligan reached out to me about planting trees at Wish Upon a Star in memory of those who lost their lives to Covid and for front line workers. Thanks to Public Works for getting the trees planted. Tree ceremony will be next Saturday at 10am at the Park. Jim Arpino the Fire Official is doing well and he will be talking to Stratford about joining the Alliance. We reappointed Judge McCrink for another three-year term—she is doing a great job for us. We will be attending a Zoom meeting this week to discuss renewing the court agreement. Councilman Robenolt—emergency services continue to handle the Covid issues and all first responders are doing well. Thanks to all those who helped with the scarecrow event. Please thank our new Fire Official—he handled a parking problem at the new paper place. Please remember kids are back in school so please drive safely. Councilman Beach—Public Works has gone 1024 days without a lost time incident which huge accomplishment. They installed the safety fence at Tavistock around the water hole. Our trash tonnage has been higher this year because of Covid. We are about 245 tons over what we projected. It is not just us—this is happening in all towns because people were home this year. The Governor will be issuing new Executive Orders so please be careful and keep yourself and your family safe. Councilman Cerrito—New Jersey is offering 10% off for PPE for businesses and non-profits in New Jersey. We will be notifying our businesses. He wished everyone a Happy Thanksgiving. Mayor Harris—thank you to all of our employees during this difficult time. I try to get updates out to all departments weekly. Cases of Covid are climbing throughout Camden County. Please be safe, wear your mask and maintain social distancing. People are getting angry now at those who get sick. You can get this illness anywhere. Bring back the compassion. No kid should be ostracized because they got sick. Mothers are calling me because their kids are being harassed. We are not going to be like this—we are going to be a compassionate and kind town. We will take care of each other as a family. This town will not tolerate the unkindness—stop the gossiping and the hurt. Have a great Thanksgiving, keep your family safe and be thankful for those around you.
