BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING March 9, 2021, 6:00PM, VIRTUAL MEETING HELD VIA ZOOM A regular monthly Council Meeting of the Borough of Barrington was held with Council President Beach presiding. CALL TO ORDER Council President Beach called the meeting to order via Zoom at 6:00pm with the Sunshine Statement announcement. Clerk Shannon read the notice pursuant to the Executive Order issued by Governor Murphy pertaining to use of electronic communications technology during the public health emergency. She explained that during the business portion of this remote meeting, the public will be muted. During the open public portions of this meeting, members of the public who want to be heard can raise their virtual hand or wave at the camera and they will be unmuted. Public comment will be limited to five minutes in the aggregate and shall not contain abusive or defamatory language. Council President Beach then led everyone on the Zoom meeting in the Pledge of Allegiance. ROLL CALL The Municipal Clerk called roll of Council with the following in attendance: Council President Beach, Councilman Cerrito, Councilman Drumm, Councilman Hanson, Councilman Ludwig and Councilman Robenolt. Municipal Clerk Terry Shannon and Timothy Higgins, Esq were also on the zoom meeting along with Department Heads and members of the public. Mayor Harris was absent. RECOGNITION OF RETIREMENT: Councilman Hanson read a proclamation in honor of Sergeant Robert Uron on his retirement. Sgt. Robert Uron retired as of March 1, 2021. Sgt. Uron thanked Mayor & Council, past and present and all his co-workers that he considers family. He really enjoyed working for the police department and serving the community. APPROVAL OF MINUTES Council President Beach reported that council was provided with the minutes of the February 2, 2021 caucus meeting and the February 9, 2021 council meeting and asked if there were any corrections or abstentions. On a motion by Drumm, second by Hanson, the minutes were approved by all members of Council present. COMMITTEE REPORTS The Municipal Clerk read a summary of the February 2021 monthly reports from the following departments: Police, Fire, EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Court Administrator report for January, Construction, and Trash and Recycling. On a motion by Robenolt, second by Drumm, the monthly reports were approved as submitted by all members of Council present. ORDINANCES FOR PUBLIC HEARING AND ADOPTION: Ord. 1133 Authorizing Extension of Interim Zoning in Chapter 128, Zoning, Pursuant to NJSA 40:55D-90(b), to Allow for Issuance of Zoning Permits, Effective until March 31, 2021, to Permit Temporary Outdoor Restaurant Seating and Retail Outdoor Sales  Display Areas at Existing Lawful Businesses, Subject to Bulk Zoning and Construction Code Requirements and Other Outside Agency Approvals On a motion by Ludwig, second by Cerrito, the second reading of the ordinance was approved with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Hanson-yes, Ludwig-yes, Robenolt-yes. On a motion by Hanson, second by Cerrito, the public hearing was opened. Seeing no comments from the public, on a motion by Ludwig, second by Robenolt, the public hearing was closed. On a motion by Ludwig, second by Hanson, the ordinance was adopted with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Hanson-yes, Ludwig-yes, Robenolt-yes. ORDINANCE FOR INTRODUCTION ON FIRST READING: Ord. 1134 Amending Chapter 120, Vehicles and Traffic, in the Borough Code Ord. 1135 Calendar Year 2021 Ordinance to Exceed the Municipal Budget Appropriation Limits and to Establish a CAP Bank (NJSA 40A:4-45.14) Ord. 1136 All Salary Provisions as Indicated in the Contract Negotiated by and between PBA Local #328 and the Borough of Barrington Ord. 1137 Fixing the 2021 compensation of Certain Officers and Employees of the Borough of Barrington On a motion by Hanson, second by Cerrito, the first reading of the ordinances was approved with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Hanson-yes, Ludwig-yes, Robenolt-yes. These ordinances will be considered for adoption following proper notice and a public hearing to held during the April 13, 2021, council meeting. RESOLUTION CONSENT AGENDA The Clerk read the following resolutions to be approved by consent agenda: 3-2021-38 Authorizing Execution of the PBA Contract 3-2021-39 Supporting the Application Submitted by Barrington Girls Softball for CCOS Funds 3-2021-40 Authorizing Submission of an Application for CDBG Funds for Senior Services 3-2021-41 Authorizing Submission of an Application for CDBG Funds for VFW Improvements 3-2021-42 Requesting Approval from the Director of DLGS for a Dedicated Trust by Rider 3-2021-43 Authorizing a Shared Service Agreement with Tavistock for Office Support Services 3-2021-44 Authorizing a Shared Service Agreement Relative to the Purchase of a Cargo Van for the Critical Incident Team 3-2021-45 Authorizing Agreement with David Pawling for Certain Educational Benefits 3-2021-46 Appointing a New Member to the Barrington Fire Department 3-2021-47 Authorizing a Contract with Integrity Roofing for the Firehouse Roof Project 3-2021-48 Resolution Recognizing June 19 at “Juneteenth Freedom Day” in Barrington 3-2021-49 Certification of Compliance with the United States EEOC “Enforcement Guidance on the Consideration of Arrest and Conviction Records in Employment Decisions under Title VII of the Civil Rights Act of 1964” 3-2021-50 Approving the March Bill List for a Total of: $1,736,778.95 On a motion by Ludwig, second by Robenolt, the resolution consent agenda was approved with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Hanson-yes, Ludwig-yes, Robenolt-yes. PUBLIC PORTION: On a motion by Ludwig, second by Robenolt, the public portion of the meeting was opened. Council President Beach advised that if you have comments or questions to raise your hand and you will be unmuted. Please state your name for the record. Public comment is limited to five minutes in the aggregate per person. Diane Schreyer, congratulated and thanked Sgt. Bob Uron for his years of service and on his retirement. We were fortunate to have you. Chief Dave Uron, congratulated his brother Bob on his retirement saying well done and thank you for your service. Det. Sgt. Dave Pawling, thanked Mayor & Council for their support with OEM and for support of his continuing education. Seeing no comments from the public, on a motion by Ludwig, second by Hanson, the public portion of the meeting was closed. COMMENTS FROM MEMBERS OF THE GOVERNING BODY COUNCILMAN CERRITO – congratulations Bob Uron, thanks for your service. Chick-Fil-A and Tonewood are moving along good. Conrail responded to our request for improvements on Clements Bridge Road; they are requesting finalized plans for improvements. Greg and the Councilman were at site of 911 Memorial to mark off setbacks, we have a good amount of space. COUNCILMAN DRUMM – Bob Uron, congratulations, worked with you a long time, had lots of fun and good luck. With school board and extra funding, they received two areas of Cares money and extra state aid money. Councilman Ludwog asked if they know what they are getting from the federal government. Councilman Drumm said they don’t know about that yet. Cares was roughly $500,000 total. It helped to replenish their accounts and there is a tuition adjustment with Haddon Heights this year and the school district will owe Haddon Heights about $90,000. The adjustments go pack three years. COUNCILMAN HANSON – thanks and appreciation to Sgt. Uron for 25 years of service. Congratulations to Det. Sgt. Pawling on returning to school, this will benefit the borough and the OEM. No public events are scheduled for the foreseeable future. Thanks Eileen Holcombe who is helping senior residents get their vaccination. Moved up sooner. Food pantry is open and operable for donations and to receive food, reach out to me if you are food insecure. COUNCILMAN LUDWIG – no business to report. A bad week for Barrington and Haddon Heights with people passing away. A young kid in Haddon Heights passed on Saturday and it puts everything in perspective. Take a moment and regroup and hug your kids a little more tonight. COUNCILMAN ROBENOLT – good evening and thanks for coming out and joining us. Bob congratulation again, you will be missed and did and outstanding over your career. The Fire Company roof is under contract and glad to get the Fire Company and the Ambulance in a dry building in the very near future. Fire Company added another new member who is fully trained and is a paid fire fighter in Trenton, a great addition to Barrington. COUNCIL PRESIDENT BEACH – condolences from the entire Governing Body to the DiMatteo family, they are close, and their loss effected the entire community, they are involved in Little League and do volunteer work in town, a tragic sudden incident. Congrats to Sgt. Uron, we appreciate your service as officer and community member, enjoy yourself, we appreciate all you have done over the last 25 years. Thank OEM Sgt Pawling for pursuing education to further yourself to do more for our community, you have been a huge help over the past year, thank you. Public Works is back on a regular schedule.
