BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING January 11, 2022, 6:00PM, Virtual meeting held via Zoom A regular monthly Council Meeting of the Borough of Barrington was held virtually via Zoom at 6:00pm with Mayor Harris presiding. CALL TO ORDER Mayor Harris called the meeting to order with the following statement: "This meeting is held in compliance with Chapter 231 of the open public meetings act of 1975 and pursuant to the Executive Orders issued by Governor Murphy due to the Covid Emergency. Mayor Harris explained that the public will be muted until the open public portion at which time you can raise your hand to be unmuted. ROLL CALL The Municipal Clerk called roll of Council with the following in attendance: Councilman Cerrito, Councilman Drumm, Councilman Hanson, Councilman Ludwig and Councilman Robenolt. Mayor Harris, Municipal Clerk Terry Shannon and Timothy Higgins, Solicitor, were also on the zoom meeting. Council President Beach notified us that he would arrive late to the meeting. PROCLAMATION OF THE MAYOR: Recognizing Joanne Chando on her retirement from 21 years of service as a Crossing Guard. Mayor Harris read a proclamation and presented a sign that reads “JoJo’s Corner” and announced that the sign will be posted at the corner at Gloucester Pike and Willmont Ave. She also reported that this was requested by a local resident. Joanne Chando said it was her honor and privilege to serve the Borough of Barrington for so long. Mayor said we appreciate her service and dedication to Barrington’s children. RECOGNITION OF RETIRING POLICE LIEUTENANT DANIEL BOWMAN: Acting Chief Minardi congratulated Lt. Dan Bowman on behalf of himself and the department. He said that Dan was the officer everyone wanted to work with. He is well respected in the county and has always represented Barrington Police Department proudly. The town of Barrington and all including the Acting Chief are extremely lucky and grateful for his years of service. Thank you and congratulations on your retirement. He wished Dan good luck in the future and don’t be a stranger-- you will be missed. Lt. Bowman thanked Acting Chief Minardi saying it was extremely difficult to get the job in the 1990’s and he was extremely fortunate that Chief Jack Kaiser hired him. He was fortunate to see great people and officers and two-and-a-half generations of youth grow up in town, including his daughters. He hopes that he made a positive impact on all he came in contact with. Thank you. Mayor Harris thanked him on behalf of herself for his years of service and being a good friend and someone we could always rely on. You will be missed, and I know your daughters are proud of you. Chief Uron added that he started in 1995 and Dan started shortly thereafter-- by far Dan is one of the best Police Officers that Barrington has ever had. He displayed professionalism and he raised the bar in anything you can imagine. It is an honor to call him a friend APPROVAL OF MINUTES Mayor Harris reported that council was provided with the minutes of the December 7, 2021, caucus meeting and the December 14, 2021, council meeting and asked if there were any corrections or abstentions. On a motion by Drumm, second by Hanson, the minutes were approved by all members of Council present. COMMITTEE REPORTS The Municipal Clerk read a summary of the December 2021 monthly reports from the following departments: Police, Fire monthly and year-end report, EMS/Ambulance monthly and year-end report, Regional Fire Alliance, Tax & Sewer Collector monthly and year-end report, Court Administrator report for November, Construction, and Trash and Recycling. On a motion by Robenolt, second by Drumm, the monthly reports were approved as submitted by all members of Council present. ORDINANCES FOR PUBLIC HEARING AND ADOPTION: NONE ORDINANCES FOR INTRODUCTION ON FIRST READING: NONE RESOLUTION CONSENT AGENDA The Clerk read the following resolutions to be approved by consent agenda: 1-2022-17 Adopting the Camden County Hazard Mitigation Plan 1-2022-18 Authorizing Execution of a Memorandum of Understanding with the Barrington Civic Association for Placement of a Shed on Borough Property 1-2022-19 Authorizing a Shared Service Agreement with Mt. Ephraim Relative to the Services of a Municipal Clerk for Mount Ephraim 1-2022-20 Authorizing 2021 Budget Transfers 1-2022-21 Approving Change Order No.1, Construction of an ADA Accessible Ramp at the VFW Senior Center 1-2022-22 Authorizing Execution of Lease Agreements with Ford for Two Police Vehicles 1-2022-23 Authorizing Submission and Execution of a Strategic Plan and Application for Municipal Drug Alliance Funding 1-2022-24 Authorizing Liens Against Certain Properties for Costs Incurred in Accordance with the Property Maintenance Code 1-2022-25 Adding 2021 Tax Exemptions 1-2022-26 Authorizing the Tax Assessor to File, Stipulate and Settle Both Regular and Added/Omitted Tax Appeals and Roll Back Tax Complaints for the Borough 1-2022-27 Authorizing a Shared Service Agreement with Runnemede for Purchase of Brine 1-2022-28 Authorizing a Closed Session to Discuss Attorney/Client Privileged and/or Personnel Matters 1-2022-29 Appointing Gary Hawkins as Safety Coordinator 1-2022-30 Approving the January Bill List in the Total Amount of $1,167,061.57 On a motion by Ludwig, second by Cerrito, the resolution consent agenda was approved with the following poll vote: Cerrito-yes, Hanson-yes, Ludwig-yes, Drumm–yes, Robenolt-yes PUBLIC PORTION On a motion by Drumm, second by Hanson, the public portion of the meeting was opened. Mayor Harris advised that if you have comments or questions, raise your hand and you will be unmuted. Please state your name for the record. Public comment is limited to five minutes in the aggregate per person Diane Schreyer, 212 S. Nassau Dr. - thank you to Lt. Bowman for his service. Seeing no more comments from the public, on a motion by Hanson, second by Ludwig, the public portion of the meeting was closed. COMMENTS FROM MEMBERS OF THE GOVERNING BODY COUNCILMAN HANSON – congratulations to Lt. Bowman and thanks for your years of service to our town, officers like you are hard to come by you will be missed. Thanks to Joanne for your years of service to the town and to the children, congratulations on your retirement. There will be a Barrington Ice Skating Night on Wednesday, January 26, 6-9 pm at the Cooper River Ice Skating Rink. Admission, skate rental and hot chocolate will be free for all Barrington residents. COUNCILMAN DRUMM – Covid update has state reporting over 21,000 new cases so please be careful and vigilant. Congratulations to Joanne Chando, thank you for your service and to the kids. Glad to see Gary Hawkins as Safety coordinator, I think he will do a great job, thank you Gary. Dan Bowman and I worked several years together, his first day was interesting. He is an officer every department should have. He is professional and as mentioned, he’s a guy everyone wants to work with. I had a good time with Dan, a great friendship and neighbors at one point. Thank you for your service, Dan, you are a great officer. COUNCILMAN ROBENOLT – good evening and thank you for coming out tonight. Congratulations Joanne and thank you for your years of service to Barrington. Dan, it’s been a pleasure working with you for all these years with the Fire Company and when I was Public Safety Director for Police you were always a standup guy, and the department will miss you. Thank you for your years of service. Kyle condolences for you and your family if I can do anything let me know. The tragic fires in Philly and New York are events that could be avoided or at least minimize. Please, everyone, check your smoke alarms, they are good for 10 years, check them and replace if they are out of date. The Regional Fire Alliance office and the Fire Department have alarms free to you. Please contact them to get one. The alarms are supposed to be checked once a month, no one does that, we are all lax at doing that. This is something so simple that can save lives. COUNCILMAN LUDWIG – congratulations to Dan, you have been here a long time and done a lot of good work in the community and for the kids, it’s always been a pleasure working with you. Congratulations to Joanne on her years of service and watching my daughter Ryan; glad we are naming that corner after you. Congratulations to Gary on the Safety Office position, I know he will do well. It’s cold so please check on seniors and neighbors and make sure all are ok. COUNCILMAN CERRITO – congratulations Joanne for your service. Having a young child myself it puts into perspective how important your job is and we appreciate everything you have done. Congratulations Dan Bowman, you look good for 25 years doing the job you have done, sincere best wishes to you on your retirement, you deserve it especially hearing the way your colleagues speak of you. A very respectful career and I admire your work and appreciate your service. COUNCIL PRESIDENT BEACH – congratulations to Joanne and thanks for your long career as our crossing guard and service. Congratulations also to Lt. Dan Bowman, a great job and we all appreciate it. Hope you both enjoy your retirement. Hope you all had healthy and safe holidays and looking forward to 2022 and working with my governing body, volunteers, superintendents, and all departments to make this year better than the last as we have been doing the last few years. MAYOR HARRIS – congratulated Joanne on her retirement and Gary on his position as Safety Coordinator saying she knows he will do a great job. Lt. Dan, we will miss you; thank you for your friendship, guidance, duty to the town and to everyone that knows you. You have always been such a great guy and will continue to be a great guy, we appreciate you very much. Thank you to your family for giving you up to us all these years, thanks to them for their dedication to the town as well. As Shawn mentioned, please check on your neighbors especially seniors during the cold. Check on kids; mental health is a big concern right now and with covid kids have been down and out, home, and through more than anyone can imagine in the last three years. Please check on your kids, mental health is very important, and it can’t be said enough, check on your children. Make sure they are ok and contact us if you need any resources.
