BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING May 10, 2022, at 6:00 PM COUNCIL ROOM AT MUNICIPAL BUILDING A regular monthly Council Meeting of the Borough of Barrington was held with Mayor Harris presiding. CALL TO ORDER Mayor Harris called the meeting to order with the following statement: "This meeting is held in compliance with Chapter 231 of the open public meetings act of 1975 and appropriate notice has been given. Notice of the meeting was filed with the Retrospect and Courier Post and is also posted in the main office of the Borough Clerk where notices are primarily kept. She then led everyone present in the Pledge of Allegiance. ROLL CALL The Municipal Clerk called roll of Council with the following in attendance: Council President Beach, Councilman Cerrito, Councilman Drumm, and Councilman Robenolt. Mayor Harris, Municipal Clerk Terry Shannon and Timothy Higgins, Solicitor, were also on the dais. Councilman Hanson and Councilman Ludwig were absent with prior notice. PROCLAMATIONS OF THE MAYOR: •MED13L Awareness Day read by Mayor Harris and presented to the Sexton Family •Mental Health Awareness Month as read by Councilman Robenolt •Women’s Health Month as read by Mayor Harris •Brain Tumor Awareness Month as read by Mayor Harris •National Military Appreciation as read by Councilman Cerrito •Public Works Week was read by Council President Beach •EMS Week as read by Councilman Drumm •Police Appreciation Week as read by Councilman Drumm APPROVAL OF MINUTES Mayor Harris reported that council was provided with the minutes of the April 5, 2022, caucus meeting and the April 12, 2022, council meeting and asked if there were any corrections or abstentions. On a motion by Cerrito, second by Beach, the minutes were approved by all members of Council present. . COMMITTEE REPORTS The Municipal Clerk read a summary of the April 2022 monthly reports from the following departments: Police, Fire, EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Court Administrator report for March, Construction, and Trash and Recycling. On a motion by Drumm, second by Cerrito, the monthly reports were approved as submitted by all members of Council present. ORDINANCES FOR PUBLIC HEARING AND ADOPTION: The Municipal Clerk read the following ordinance by title. Ord. 1155 Calendar Year 2022 Ordinance to Exceed Municipal Budget Appropriation Limits and Establish a CAP Bank (N.J.S.A. 40A:4-45.14) Ord. 1156 Fixing the 2022 Compensation of Certain Officers and Employees of the Borough On a motion by Drumm, second by Beach, the Ordinances were approved with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Robenolt-yes On a motion by Beach, second by Cerrito, the public hearing was opened. Seeing no comments from the public, on a motion by Cerrito, second by Beach, the public hearing was closed. On a motion by Drumm, second by Cerrito, the ordinances were adopted with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Robenolt-yes ORDINANCES FOR INTRODUCTION ON FIRST READING: The Municipal Clerk read the following ordinances by title: Ord. 1157 Amending Chapter 120, Vehicles and Traffic (Barrington Ave as no parking) Ord. 1158 Adding Article VI to Chapter 49A, Business Registration (cannabis license fees) Ord. 1159 Amending Chapter 111, Taxation in the Borough Code (cannabis Tax) On a motion by Beach, second by Drumm, the ordinances were approved on first reading with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Robenolt-yes. These ordinances will be considered for adoption following proper notice and a public hearing to held during the June 14, 2022, council meeting. RESOLUTION CONSENT AGENDA The Municipal Clerk read the following resolutions to be approved by consent agenda: 5-2022-67 Awarding a Contract to Pioneer General Contracting for the Austin Ave Project 5-2022-68 Waiving Late Fees for Pet Licensing During Amnesty Period 5-2022-69 Authorizing the 2022 Budget to be Read by Title at the Public Hearing 5-2022-70 Authorizing Change Order No. 1, Firehouse Roof Project 5-2022-71 Refunding Escrow Deposit for 8 Ashland Avenue 5-2022-72 Approving the May Bill List in the Total Amount of: $5,233,802.48 On a motion by Drumm, second by Cerrito, the resolution consent agenda was approved with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Robenolt-yes The Mayor advised that we have to pay for the animal control officer and the animal shelter and these fees are necessary. Not everyone has paid for a pet license and this is a substantial problem. PUBLIC HEARING ON 2022 MUNICIPAL BUDGET On a motion by Drumm, second by Cerrito, the public hearing was opened. Seeing no comments from the public, on a motion by Drumm, second by Beach, the public hearing was closed. 5-2022-73 Resolution to Adopt the 2022 Municipal Budget On a motion by Cerrito, second by Drumm, Resolution 5-2022-73 was approved with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Robenolt-yes 5-2022-74 Resolution Appropriating Items of Revenue and Expense for Grants Received On a motion by Robenolt, second by Drumm, Resolution 5-2022-74 was approved with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Robenolt-yes PUBLIC PORTION On a motion by Cerrito, second by Beach, the public portion of the meeting was opened. Mayor Harris advised that if you have comments or questions to come forward and state your name for the record. Public comment is limited to five minutes per person. Seeing no comments from the public, on a motion by Robenolt, second by Beach, the public portion of the meeting was closed. COMMENTS FROM MEMBERS OF THE GOVERNING BODY COUNCILMAN DRUMM – Project Save for March through the county program is to help those addicted. There were fourteen referrals from Barrington Police in March thanks to the officers for continuing to help people in need get referred for help. The Barrington Ambulance needs Emergency Medical Techs, pay is $20 per hour, pass on that they are hiring. Fire Alliance Office is doing great work, thank you Jim Arpino and staff. COUNCIL PRESIDENT BEACH – thanks Mike Ciocco and the Department of Public Works, great job and thanks for all you do. I could sit here every month and talk about how much we get appreciation calls for everything you do. The Seniors hired a new bus driver, and he will begin on May 24 for a dinner the seniors are having. Please call Eileen or Meg to sign up for the dinner. The bus will take seniors to shopping centers three times per week and also pick up at homes to take to senior events. For information contact Eileen or Meg at the borough hall. Recent senior events were the Ice Cream Social and Easter Ham Dinners, they have great ideas for lots of fun for the seniors. It has been two years since the seniors were together and it’s great to see them out and enjoying themselves. Thank you. COUNCILMAN CERRITO – at the June 14 council meeting we will be honoring and recognizing any Barrington high school senior who is going into any Armed Forces branch of service. Please call or email Vince to let him know so the senior can be included and recognized. Thanks DPW, Police, EMS and Fire, all do a great job. Thanks to all who participated in Earth Day, it was great, thanks to Mice Ciocco and Public Works for the supplies and to Eileen Holcombe for helping to schedule the areas to be cleaned, great turnout! Green Team is cancelled for tonight, we will send a new date for the next meeting. COUNCILMAN ROBENOLT – the Fire Company will host the Memorial Day Service at 9am on Memorial Day at the Fire House on 2nd Avenue, all are welcome to attend. Thanks to the Fire Company for donating all the hot dogs that were given out on Barrington Day. It was a great event and helped keep it free for all the kids. It was a lot of fun. MAYOR HARRIS – Barrington Day was a huge success and free to all who attended. I was in Virginia and unable to attend but heard it was wonderful. As mentioned, the Memorial Day services will be held at the Fire Company, they have a great plan, it’s a beautiful service and it’s a great event; hoping all will come out. Little League will have a Beer Garden event on May 14 at the ball field; the Civic Association will host Brews, Beats and Eats behind St. Francis on May 24. Last night seven “Best of Class” students 2022 from Haddon Heights were recognized, three students were from Barrington. Leadership Award went to Juju Roth, Performing Arts went to Ryan Elmore, Most Courageous was Jacob Brahms HH, Community Service to Lacey Cicalese, from Haddon Heights, Most Improved was Evan Soncrant, School Spirit to Timothy Shell from Barrington and Over All Award to Evie Davis from Haddon Heights, We are proud of those students especially the students from Barrington. If anyone has ideas for the Recreation Committee or would like to volunteer, please reach out to Councilman Kyle Hanson, he is always looking for volunteers, as is the Civic Association. Baseball and softball are also looking for volunteers to work their stands. Any calls about the panhandler must go to the Police Department, they are doing an excellent job going out there, they have the information, resources and services to help pan-handlers or homeless. They will not be arrested for panhandling. Please be patient, be kind and report it to the Police Department. If you see a crime, report a crime. If you see someone in need, call the Police for help. Putting it on Facebook is not going to get the help that is needed. Seeing no further business to be transacted, on a motion by Beach, second by Cerrito, the meeting was adjourned at 6:40 pm.
