BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING March 14, 2023, 6:00PM COUNCIL ROOM AT MUNICIPAL BUILDING A regular monthly Council Meeting of the Borough of Barrington was held with Council President Hanson presiding. CALL TO ORDER The Council President called the meeting to order with the following statement: "This meeting is held in compliance with Chapter 231 of the open public meetings act of 1975 and appropriate notice has been given. Notice of the meeting was filed with the Retrospect and Courier Post and is also posted in the main office of the Borough Clerk where notices are primarily kept. He then led everyone present in the Pledge of Allegiance. ROLL CALL The Municipal Clerk called roll of Council with the following in attendance: Councilman Beach, Councilman Drumm, Council President Hanson, Councilman Ludwig and Councilman Robenolt. Councilman Cerrito and Mayor Harris were absent with prior notice. Municipal Clerk Terry Shannon and Solicitor, Timothy Higgins, were also on the dais. APPROVAL OF MINUTES Council President Hanson reported that council was provided with the minutes of the February 7, 2023, caucus and the February 14, 2023, council meetings and asked if there were any corrections or abstentions. On a motion by Drumm, second by Hanson, the minutes were approved by all council members present with the exception of Beach and Robenolt who abstained. PROCLAMATIONS Council President Hanson read a proclamation honoring the 100th Anniversary of Kiwanis of the Haddon’s and he also presented a proclamation from the 5th District of the NJ State Legislature. A proclamation for Colorectal Cancer Month was read by Councilman Beach. A proclamation for Irish Heritage Month was read by Councilman Drumm. A proclamation for Women’s History Month which was announced and will be posted on the bulletin board in Borough Hall. COMMITTEE REPORTS The Municipal Clerk read a summary of the February 2023 monthly reports from the following departments: Police, EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Court Administrator report for January, Construction, and Trash and Recycling. On a motion by Ludwig, second by Drumm, the monthly reports were approved as submitted by all council members present. ORDINANCES FOR PUBLIC HEARING AND ADOPTION The Municipal Clerk read the following ordinances by title: Ord. 1168 Amending Sections 128-28 (F) (2) ((I) and 128-29 (F) (2) (I) in Article IV, Manufacturing Districts, in Chapter 128, Zoning, in the Borough Code On a motion by Drumm, second by Beach, the ordinance was approved with the following poll vote: Beach-yes, Drumm-yes, Hanson-yes, Ludwig-yes, Robenolt-yes On a motion by Ludwig, second by Beach, the public hearing was opened on this ordinance. Seeing no comments from the public, on a motion by Beach, second by Drumm, the public hearing was closed. On a motion by Drumm, second by Ludwig, Ordinance 1168 were adopted with the following poll vote: Beach-yes, Drumm-yes, Hanson-yes, Ludwig-yes, Robenolt-yes ORDINANCES FOR INTRODUCTION ON FIRST READING The Clerk read the following ordinance by title: Ord. 1169 Calendar Year 2023 Ordinance to Exceed the Municipal Budget Appropriation Limits and to Establish a CAP Bank On a motion by Ludwig, second by Drumm, the ordinance was approved on first reading with the following poll vote: Beach-yes, Drumm-yes, Hanson-yes, Ludwig-yes, Robenolt-yes This ordinance will be considered for adoption following proper notice and a public hearing to be held during the April 11, 2023, council meeting. RESOLUTION CONSENT AGENDA The Clerk read the following resolutions to be approved by consent agenda: 3-2023-38 Authorizing a Shared Service Agreement with Tavistock for Office Support Services 3-2023-39 Authorizing Cancellation of Unexpended Contract Balances 3-2023-40 Amending the Shared Service Agreement with Stratford for Fire Sub-Code Official 3-2023-41 Authorizing a Contract with PSE&G for the Energy Saver Program 3-2023-42 Authorizing Disposal of Surplus Property Through an Online Auction Process 3-2023-43 Adding a 2023 Property Tax Exemption 3-2023-44 Authorizing a Refund of a Tax Payment to a Mortgage Company 3-2023-45 Approving the March Bill List in the Total Amount of: $612,589.19 On a motion by Ludwig, second by Beach, the resolution consent agenda was approved with the following poll vote: Beach-yes, Drumm-yes, Hanson-yes, Ludwig-yes, Robenolt-yes PUBLIC PORTION On a motion by Beach, second by Beach, the public portion of the meeting was opened. Council President Hanson advised that if you have comments or questions, please come forward and state your name for the record. Public comment is limited to five minutes per person. Debbie DiPaolo asked if the Memorial Day services will be held at the Borough Hall again in 2023. Last year the service was only at the Fire Station. Council President Hanson advised that plans are already in process for the event to again be held at the Borough Hall monument area. Paul Gross stated after the flood in 2019, Barrington and several other towns were having a survey done to study the drainage and that a report would be issued. Haddonfield has their report on their website, why doesn’t Barrington? Councilman Ludwig, Clerk Shannon, and Councilman Beach advised that the study is not complete and will be posted when it is completed as a final report. Haddonfield survey is not completed and is not on their website. The Clerk will contact Mr. Gross when we receive it. Councilman Beach advised as to what work has already been done to help with drainage issues. Diane Schreyer said she would also like a copy of the report when it is completed. Diane was advised that it will be online when it is completed and final. Seeing no further comments from the public, on a motion by Beach, second by Drumm, the public portion of the meeting was closed. COMMENTS FROM MEMBERS OF THE GOVERNING BODY COUNCILMAN LUDWIG – Happy St. Patty’s Day, nothing new to report. COUNCILMAN ROBENOLT – nothing to report at this time. COUNCILMAN BEACH – the senior center is open on Tuesdays and Thursdays from noon to 4pm. On March 23 there is an Ice Cream Social, please sign up by March 16 for event and bus pickup, on Wednesday April 5 there is an Easter Dinner from 5:30-8pm, please sign up by March 29. If you cannot attend but would like a dinner you can pick one up at the center, but you must sign up ahead of time. Reminder that we are a 25mph town. With weather becoming nicer and kids out riding their bikes and walking so please be mindful of them crossing the streets. We have been upgrading crosswalks and putting up more signage but please always be aware. COUNCILMAN DRUMM – Barrington Ambulance is hiring so please let people know. Advised same as Councilman Beach to be aware of the kids, it’s Daylight Savings and they will be out more often and later. COUNCIL PRESIDENT HANSON – the Civic Association is hosting a movie night on Friday, March 24 at the VFW/Memorial Senior Center. Little League opening day is April 1, Softball opening day is April 15, please check their websites for more information. Barrington Day will be held behind Woodland School on April 29 from 11am-3pm. Thanks to our department heads and CFO who are currently working on the budget.
