BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING October 10, 2023, 6:00PM COUNCIL ROOM AT MUNICIPAL BUILDING A regular monthly Council Meeting of the Borough of Barrington was held with Mayor Harris presiding. CALL TO ORDER Mayor Harris called the meeting to order with the following statement: "This meeting is held in compliance with Chapter 231 of the open public meetings act of 1975 and appropriate notice has been given. Notice of the meeting was filed with the Retrospect and Courier Post and is also posted in the main office of the Borough Clerk where notices are primarily kept. She then led everyone present in the Pledge of Allegiance. ROLL CALL The Municipal Clerk called roll of Council with the following in attendance: Councilman Beach, Councilman Drumm, Council President Hanson, Councilman Ludwig, and Councilman Robenolt. Councilman Cerrito was absent with prior notice. Mayor Harris, Municipal Clerk Terry Shannon, and Solicitor Timothy Higgins were also on the dais. APPROVAL OF MINUTES The Mayor reported that council was provided with the minutes of the September 5, 2023, caucus and the September 12, 2023, council meetings and asked if there were any corrections or abstentions. On a motion by Ludwig, second by Hanson the minutes were approved with the following abstentions: Councilmen Beach and Robenolt for the caucus meetings. PROCLAMATIONS: The following proclamations were read by various council members: Fire Prevention Week; Domestic Violence Awareness Month; and National Breast Cancer Awareness Month. COMMITTEE REPORTS The Municipal Clerk read a summary of the September 2023 monthly reports from the following departments: Police, Fire, EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Court Administrator for August, Construction, and Trash and Recycling. On a motion by Hanson, second by Ludwig, the monthly reports were approved as submitted by all council members present. ORDINANCES FOR PUBLIC HEARING AND ADOPTION – NONE RESOLUTION CONSENT AGENDA The Clerk read the following resolutions to be approved by consent agenda: 10-2023-101 Setting the Date for a Special Meeting and Moving the Date for the November Council Meeting 10-2023-102 Authorizing Change Order No. 3, 2021 Road Improvement Program 10-2023-103 Authorizing a Contract with E3 IT Services for Body Worn Camera System Services 10-2023-104 Resolution Rejecting Bids Received for Police Department Renovations 10-2023-105 Resolution Setting the Hours for Trick or Treating 10-2023-106 Authorizing Cash Advances for the Harvest Festival 10-2023-107 Authorizing the Lease/Purchase of a Police Vehicle Under State Contract 10-2023-108 Certification of the 2022 Annual Report of Audit 10-2023-109 Requesting Approval of Items of Revenue and Expense for Grants Received 10-2023-110 Requesting Approval from the DLGS to Establish a Dedicated Trust by Rider for the TNR Program 10-2023-111 Approving the October Bill List in the Total Amount of: $1,148,670.44 On a motion by Ludwig, second by Hanson, the resolution consent agenda was approved with the following poll vote: Beach-yes, Drumm-yes, Hanson-yes, Ludwig-yes, Robenolt-yes, PUBLIC PORTION On a motion by Ludwig, second by Beach, the public portion of the meeting was opened. Mayor Harris advised that if you have comments or questions, please come forward and state your name for the record. Public comment is limited to five minutes per person. Kristen Lampe advised that the Green Team is having a plant sale of plants that are native to New Jesey--please support their efforts. Seeing no further comments from the public, on a motion by Ludwig, second by Beach, the public portion of the meeting was closed. COMMENTS FROM MEMBERS OF THE GOVERNING BODY COUNCILMAN LUDWIG – hope the Harvest Festival is good, hopefully we will have good weather, and all will have a good time. COUNCILMAN ROBENOLT – nothing to report COUNCIL PRESIDENT HANSON – Harvest Festival is this Saturday, 10am-4pm. The forecast is being watched and a decision will be made Friday morning--please don’t ask before that date if it will be moved to Sunday or not. COUNCILMAN DRUMM – nothing to report COUNCILMAN BEACH – thoughts and prayers to anyone affected by the terrorist attacks this past weekend. MAYOR HARRIS – thanks to the Harvest Fest committee, Kyle is aware of the upcoming weather so please do not call him about it, changes will be posted. Condolences to those affected by terrorism in Israel, prayers to all. October is full of events such as Trunk or Treat and Fall Fun with First Responders, please support these events. The audit was great thanks to all department heads, especially Denise. Seeing no further business to be transacted, on a motion by Ludwig, second by Beach, the meeting was adjourned at 6:14 pm.
