BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING June 11, 2024, 6:00PM COUNCIL ROOM AT MUNICIPAL BUILDING A regular monthly Council Meeting of the Borough of Barrington was held with Mayor Hanson presiding. CALL TO ORDER Mayor Hanson called the meeting to order with the following statement: "This meeting is held in compliance with Chapter 231 of the open public meetings act of 1975 and appropriate notice has been given. Notice of the meeting was filed with the Retrospect and Courier Post and is also posted in the main office of the Borough Clerk where notices are primarily kept. He then led everyone present in the Pledge of Allegiance. ROLL CALL The Municipal Clerk called roll of Council with the following in attendance: Council President Beach, Councilman Cerrito, and Councilman Robenolt. Councilman Drumm, Councilman Ludwig and Councilwoman Mercado-Miller were absent with notice. Mayor Hanson, Municipal Clerk Terry Shannon, and Solicitor Timothy Higgins were also on the dais. RESOLUTION FOR APROVAL The Clerk read the following resolution for approval: 6-2024-67 Promoting David Pawling to the Position of Police Captain On a motion by Beach, second by Cerrito, the resolution was approved with the following poll vote: Beach-yes, Cerrito-yes, Robenolt-yes. Mayor Hanson administered the oath of office to Captain Pawling Chief Minardi thanked Mayor and Council saying that Dave makes his job easier every day and he has never met anyone who cares more about the department than Dave; the guys here are a reflection of what is being said. He also recognized Sgt. Hovern on graduating with his canine officer Obie. Sgt. Hovern thanked the Chief and Captain for this opportunity. Obie will be on the street so come out and say hi! Council President Beach, Councilman Cerrito, Councilman Robenolt and Mayor Hanson all congratulated Dave on his promotion to Captain saying he is a great asset, his dedication is appreciated, and this promotion is well deserved. Thank you and congratulations. PROCLAMATIONS Mayor Hanson advised that the following proclamations will be posted on the bulletin board outside the Mayor’s Office. June as PRIDE Month; June as Men’s Health Month Councilman Cerrito then recognized high school graduates who are entering military service. He thanked all current and past veterans for their service saying we should place our highest value on the decision to serve. He then presented recent HHHS graduate Patrick Pope with a certificate of appreciation recognizing him for his decision to enter the Marine Corps. Thank you Patrick and congratulations. APPROVAL OF MINUTES Mayor Hanson reported that Council was provided with the minutes of the May 7, 2024, caucus, and the May 14, 2024, council meetings and asked if there were any corrections or abstentions. Seeing none, on a motion by Beach, second by Robenolt the minutes were approved with all Council members present in favor. COMMITTEE REPORTS Mayor Hanson advised that the monthly departmental reports were distributed to the governing body, are posted outside of council chambers, and posted on the borough website. If there are no questions on the reports, I will entertain a motion to accept monthly reports. On a motion by Robenolt, second by Cerrito, the monthly departmental reports were approved with the following poll vote: Beach-yes, Cerrito-yes, Robenolt – yes ORDINANCES FOR PUBLIC HEARING AND ADOPTION Ord. 1184—Repealing and Replacing Ord. 1174, Adding Article VI, Tree Removal and Replacement in Chapter 95, Property Maintenance, in the Borough Code On a motion by Cerrito, second by Beach, the second reading of the ordinance was approved with the following poll vote: Beach-yes, Cerrito-yes, Robenolt–yes On a motion by Robenolt, second by Cerrito, the public hearing on this ordinance was opened. Seeing no comments from the public, on a motion by Cerrito, second by Beach, the public hearing was closed. On a motion by Beach, second by Robenolt, Ordinance 1184 was adopted with the following poll vote: Beach-yes, Cerrito-yes, Robenolt–yes ORDINANCE FOR INTRODUCTION ON FIRST READING: Ord. 1186 Amending Article IX in Chapter 296, Requirements and Controls for Major Developments, in the Code of the Borough of Barrington On a motion by Robenolt, second by Beach, the first reading of the ordinance was approved with the following poll vote: Beach-yes, Cerrito-yes, Robenolt–yes This ordinance will be considered for adoption after proper notice and a public hearing to be held during the July 9 council meeting. RESOLUTION CONSENT AGENDA The Clerk read the following resolutions to be approved by consent agenda: 6-2024-68 Authorizing Submission of an Application to NJDOT for Municipal Aid 6-2024-69 Authorizing Renewal of Liquor Licenses for the 2024-25 License Term 6-2024-70 Requesting Approval of Items of Revenue and Expense for Grants Received 6-2024-71 Adding Tax Exemptions 5-2024-72 Approving the June Bill List in the Total Amount of: $845,918.50 On a motion by Beach, second by Robenolt, the resolution consent agenda was approved with the following poll vote: Beach-yes, Cerrito-yes, Robenolt–yes PUBLIC PORTION Mayor Hanson advised that if you have comments or questions, please come forward and state your name for the record. Public comment is limited to five minutes per person. On a motion by Beach, second by Cerrito, the public portion of the meeting was opened. Seeing no comments from the public, on a motion by Beach, second by Robenolt, the public portion of the meeting was closed. COMMENTS FROM MEMBERS OF THE GOVERNING BODY COUNCILMAN CERRITO – thanked Patrick Pope again for his commitment to serve saying it is honorable and an honor to present him with a certificate of appreciation tonight. The Councilman thanked Patrick and his family for coming out tonight. Patrick thanked the Councilman for giving him the opportunity to attend the meeting tonight. Councilman Cerrito congratulated Captain Pawling on his promotion and Sgt. Hovern on his graduation with Obie. He thanked Brittany from the Green Team, who could not attend tonight, for her work, along with Clerk Terry Shannon, on their work to receive a $10,000 grant from PSE&G for our Sustainable New Jersey Program. COUNCILMAN ROBENOLT – congratulated Patrick wishing him the best of luck; said its great to see young people still willing to serve. The Councilman again congratulated Dave Pawling saying he knows Dave will do a great job. COUNCIL PRESIDENT BEACH– congratulated and thanked Patrick again; as said it is great to see young people step up to serve and he and his family should be very proud of that. Again thanked Captain Pawling for all he has done up to now and knows he will do a great job going forward. We do appreciate all that the guys do. The Public Works Department completed the Tot Lot equipment so the preschoolers can get back out to play and burn off some energy. Added a reminder that schools are getting out soon so be aware of the speed limit pf 25mph, crosswalks and the kids on bikes and walking around. MAYOR HANSON – congratulated Patrick echoing the words of his colleagues for his commitment to our Borough and the nation, we wish you luck. Another well-deserved and congratulations to Captain Pawling. Congratulations to Sgt. Hovern and newest officer Obie, The Mayor advised that the Police Chief and the Mayor attended a school safety symposium at Avon School that included stakeholders from the state, county, and local representatives, thank you for hosting that. It is very important to keep on top of school safety. Our Pride Kickoff Event, that we have with Audubon, was earlier this month and was a big success; thank you Audubon for partnering with us. Thanks to the Civic Association for hosting the Block Party last weekend, it was a nice turnout with great weather, we hope to do this event again in the future. This Sunday is the Civic “Sunday Sundae” at Wish Upon a Star Park at 3pm. It is Father’s Day so come up and make some sundaes.
