Consent Docket a. Approval of Minutes i. The Special Meeting Minutes of November 13, November 20 and November 27, 2017. b. Appointment of Mr. Bruce Kinkade to a three year term on the Street and Traffic Committee at the recommendation of Mayor Copeland. ii. Reappointment of Mr. Donald Joe Brooks to an additional two-year term on the Bartlesville Adult Center Trust Authority at the recommendation of Mayor Copeland. c. Approval of Conservation Easement i. A Conservation Easement granted by the Bartlesville Development Authority to the City of Bartlesville for 20 acres of interior land, south of Phase I, Silver Lake Village. d. Approval of Agreement and/or Contract i. Third Amendment to the Tower/Ground Lease Agreement between the City of Bartlesville and New Cingular Wireless PCS, LLC for a portion of the property located at Southeast Water Tank, Section 28, Township 2 North, Range 13 East, Bartlesville, Oklahoma. e. Approval of Residential Anti-Displacement and Relocation Plan i. For the City’s participation in the FY 2017 Community Development Block Grant Program (Contract #17270 CDBG 17).  f. Receipt of Permits i. Permit No. SL000074170368 for the construction of 5,583 linear feet of eight inch PVC sanitary sewer line and all appurtenances to serve the Stone Branch 3rd Addition, Washington County, Oklahoma. ii. Permit No. WL000074170367 for the construction of 1,048 linear feet of eight inch PVC, 3,826 linear feet of six inch PVC, 672 linear feet of four inch PE potable water line and all appurtenances to serve the Stone Branch 3rd Addition, Washington County, Oklahoma. 8. Receive report on the change of the Public Protection Classification for the City of Bartlesville. Presented by Fire Chief John Banks. 9. Discuss and take action regarding a professional service contract with Oklahoma University on a Compounds of Emerging Concern (CEC) Study for the Caney River and Hudson Lake. Presented by Terry Lauritsen, P.E., Director of Water Utilities. 10. Discuss and take action to approve the proposed General Obligation Bond Projects and Terms. Presented by City Staff. 11.
