CITY OF BASTROP REGULAR BRIDGING BASTROP BOARD MEETING MINUTES JANUARY 8,2026 The Bridging Bastrop Board met at a Regular Meeting on Thursday, January 8, 2026, at 5:30 p.m. at the Bastrop City Hall Council Chambers, 1311 Chestnut Street, Bastrop, Texas, with the following action taken to wit: Board Members Present Staff Present Chair SheUa Lowe Assistant City Secretaiy Victoria Psencik Mary Moody Human Resources Director Tanya Cantrell Nancy Wood Executive Assistant Taylor Andry Sandra Ervin City Manager Sylvia Carrillo-Trevino (virtually) Terika Tayl or-Williams City Council Members Present Board Members Absent Kerry Fossler Karen Knight (virtually) Eboni Smith (virtually) Other Board Members Present Keith Ahlborn, Planning & Zoning Commission 1. CALL TO ORDER Board Chair Lowe called the Regular Bridging Bastrop Board meeting to order at 5:31 p.m. with a quorum present. 2. CITIZEN COMMENT(S) No comments were submitted. 4. REPORTS 4A. Receive a summary report of the recommendations from the Bastrop County Collaborative for Health and Housing. Board Chair Lowe reported that the Collaborative is making great strides forward with the recommendations for affordable housing. The recommendations will be presented to each City Council in Bastrop County with the end goal of each city having a project to help with affordable housing. One recommendation Board Chair Lowe shared was for each city to have an Affordable Housing Task Force to look at housing in the city limits. Board Chair Lowe explained how the Collaborative has found how housing and health are related and the disparities that have been seen and also with income and multi-generational households. During the report, a conversation began on how affordable housing needs a clear definition which will require policy direction with City Council but the Bridging Bastrop Board can assist with the creation of the policy. Update and Discussion on Past Events: - Museum & Visitor Center Holiday Rendezvous - Museum & Visitor Center Holidays Homes Tour - Merry on Main in Downtown Bastrop - Lost Pines Christmas Lighted Parade - Library Open House - Joint Council *& Planning and Zoning Commission Workshop - Agnes Street Ribbon Cutting No formal action was taken on Item 3A. 3B. Update and Discussion on Upcoming Events: - Jan 10 - Lost Pines Mardi Gras Kick Off Party - Jan 13 & 27 - Regular City Council Meeting - Jan 19 - Martin Luther King Jr. Holiday Commission Walk in Elgin - Jan 26 - Boards and Commissions Annual Training - Jan 30 & 31 - Bastrop Mardi Gras Festival - Feb 10 - Regular City Council Meeting - April 29 - Work in Basfrop Job Fair Event No formal action was taken on Item 3B. 3C. Additional Announcements and/or Events from individual Brideine Basfrop Board members. Executive Assistant Taylor Andry provided the Board with a one-page of upcoming Bastrop events. The following events were added by varies board members: January 23 - CAPCOG Bastrop County Day March 6 - International Women's Day Event at Convention Center No formal action was taken on Item 3C. 5. WORKSHOP 5A. Workshop discussion on ideas/events to recognize Disability Awareness Month in October. Ideas that were discussed during the workshop: • School involvement for educating the youth • Host event at Library • Round table discussion event • Resources to website including multi-lingual (banner on homepage during October) City ofBastrop, Texas January 8, 2026 Regular Bridging Baslrop Board Meeting Minutes Page 2 of4 • Inventory buildings/facilities to check accessibility - give sticker for being a certified accessible business o Accessible audit walk o Start with Main Street/Downtown o Create checklist • Disability advocate storytelling - Voice ofBastrop • Event at Delgado Park - ADA Splash Pad • Sensory-friendly event • Banner - "Celebrate Disability Awareness" • Advertising - Community Impact, Neighbors ofBastrop magazine, etc. • Live streaming of events (October) 6. ITEMS FOR INDIVIDUAL CONSIDERATION 6A. Consider and act on the Brideing Bastrop Board Chair and Secretary positions for a term ending September 2026. MOTION: Board Member Wood moved to nominate Sheila Lowe as the Bridging Bastrop Board Chair. Board Member Moody seconded the motion. Motion carried unanimously. MOTION: Board Member Moody moved to nominate Sandy Ervin as the Bridging Bastrop Board Secretary. Board Member Wood seconded the motion. Motion carried unanimously. 6B. Review, discussion, and possible action on the November and December 2025 Employment Reports from the City of Bastrop Human Resources Department. Human Resources Director, Tanya Cantrell presented the reports and update regarding the November and December 2025 Monthly Employment Reports. No formal action was taken on Item 6B. 6C. Consider and act to approve the Bridgine Basfrop Board Meeting minutes from the December 10, 2025, Regular Meeting. MOTION: Board Member Moody moved to approve the Bridging Bastrop Board Meeting minutes from the December 10, 2025 Regular Meeting as presented. Board Member Wood seconded the motion. Motion carried unanimously. 6D. Consider and act to finalize changes and/or amendments to the Fiscal Year 2026 Brideine Basfrop Board Work Plan. Item 6D was tabled until the February meeting so the workshop discussion maybe be incorporated into the Work Plan. Individual Requests from Bridgine Bastrop Board members for particular items to be listed on future agendas (no group discussion). Individual Requests made by the Board Members: -Website links - "American Affordability Tracker", "Financial Health and Wealth Dashboard , and "Debit in America: An Interactive Map" - Board roles for the Work in Bastrop event - Work Plan finalization - Accessibility Inventory Walk No formal action was taken on Item 6E. 7. ADJOURNMENT Upon receiving a motion and a second to adjourn, the January 8 Regular Meeting was adjourned at 7:11 p.m. without objection.
