MINUTES OF CITY OF BASTROP PARKS AND PUBLIC TREE ADVISORY BOARD
June 4, 2020
The Bastrop Parks and Public Tree Advisory Board met in a Regular Meeting on Thursday, June 4, 2020, at
6: 00 p. m. via remote GoToMeeting. Members present were President Jimmy Crouch, Betty Rucker, Kelly
Dawson, Dorothy Skarnulis, Barbara Polanski, Jamie Creacy, Margaret Robinson and Liaison Councilman
Dock Jackson. Staff present were David Junek, Curtis Hancock and Trey Job. Not in attendance was Parks
board youth member Taylor Merritt. Staff not in attendance was Terry Moore and Heather Ambrose.
1. CALL TO ORDER
At 6: 00 p. m. Chairperson Jimmy Crouch called the meeting to order with a quorum being present
2. STAFF AND BOARD BRIEFINGS
2A. Parks and Recreation Report
Presentation was made by Parks Superintendent David Junek. No handouts were given as the
meeting was handled via computer.
2B. Bastrop State Park Report
Parks Board Member Jamie Creacy, Parks Superintendent, gave a presentation. There was
discussion of the grass still in process of being destroyed, native seeds will be planted in the fall,
and the pool is open at 25% occupancy.
2C. Bastrop YMCA Report
Staff member Terry Moore was absent, and no report was given.
2D. Bird City Coalition Report
Parks Board Member Dorothy Skarnulis gave a presentation of upcoming Bird City activities that
are being planned.
2E. Youth Member Report
Parks Board Youth Member Taylor Merritt was absent, and no report was given.
3. CITIZEN COMMENTS
There were no citizens who signed up to speak.
4. APPROVAL OF THE MINUTES
4A. Consider action to approve Parks and Public Tree Advisory Board minutes from the March
5, 2020 regular meeting.
Motion was made by Board Member Kelly Dawson and seconded by Board Member Dorothy
Skarnulis.
5. ITEMS FOR INDIVIDUAL CONSIDERATION
5A.
Discussion and consider action on a recommendation by the Parks Board pertaining to a
proposed avian themed mural to be located in Fisherman' s Park.
The discussion consisted of the following: the Audubon willing to front the cost of the artwork, the
endorsement by the Art in Public Places board, the mural should be approximately 10 x 40 feet,
and the mural be interactive for pictures and such for visitors. Motion for the approval of the design
was made by Barbara Wolanski and seconded by Kelly Dawson. The vote was unanimous.

5B.
Discussion and consider action on a recommendation by the Parks Board pertaining to the
potential relocation of the Bastrop Bark Park.
Discussion was that the Bark Park is currently on a commercial lot owned by the City. Trey thought
it to be important that the Parks Board consider a commercial lot to move this to in case the City
decides to do something different with the property on Grady Tuck Lane, which was old hospital
property. Trey suggested the Parks Board consider Bob Bryant Park or Mayfest Park. The 1. 5 acres
of land in Bob Bryant, in which the Boys and Girls Club would have used, would be a nice area for
this move. Laura Hoffman property, which is close to the Sonic, was discussed as well. Board
member Dorothy Skarnulis motioned for this subject to be made into a workshop as a future agenda
item. Jamie Creacy seconded. Vote was unanimous.
5C.
Discussion pertaining to activities and efforts related to Bird City Texas.
No handouts were given, nor was a presentation made. Curtis Hancock spoke a little on Dorothy
Skarnulis' work and thanked her. Mayor Connie Schroeder paid a visit to Dorothy's home and
presented her with an award in recognition of her efforts and dedication.
6. ADJOURNMENT
Board Member Betty Rucker made motion to adjourn the meeting at 6: 50 p. m. and carried without
objection.
