CALL TO ORDER With a quorum present, Mayor Harris called the Special City Council Workshop to order at 5:00 p.m. 2. PLEDGE OF ALLEGIANCE - United States of America and Texas Flags Mayor Harris led the Pledge of Allegiance. 3. INVOCATION Mayor Pro-Tem Kirkland delivered the Invocation. 4.
