The Bastrop Youth Advisory Council met in a Regular Meeting on Tuesday, July 9, 2018, at 6: 00
p. m. at the Bastrop City Hall Council Chambers, located at 1311 Chestnut Street, Bastrop, Texas.
Members present were Council Members Lewis, Morriss, Ramirez, Alger, Edwards, Gomez, Tran,
Mora, and Dodge. Sponsor, Dr. Kristi Lee, of Bastrop ISD was present as well as Staff Liaison,
Trey Job, and Executive Assistant, Cheryl Renfro, on behalf of the City of Bastrop.
Dr. Lee called the meeting to order at 6: 07 pm with a quorum being present. There was
discussion about what constitutes a quorum.
CITIZEN COMMENTS
There were no citizen comments given during this meeting.
4A. PRESENTATION ON YMCA YOUTH IN GOVERNMENT PROGRAM
The Director of the Bastrop YMCA, Ms. Terry Moore, along with Brian Bowling,
Program Director, spoke about the YMCA' s Youth in Government Program. This is a
national program which gives youth an opportunity to learn and participate in the areas
of public speaking, writing, and debating while learning about civil engagement
through competitions in the differently areas of government, including Legislative,
Judicial, Media, and State Affairs.
Examples were given of changes that Youth have successful made in governmental
policies as a direct result of this program. The Program Director advised of the
deadline to sign up for participation in the program and informed the Council that the
YMCA would coordinate with Dr. Lee.
The Director of Public Works & Leisure Services, Trey Job, spoke about the
importance of identifying the objectives of the Youth Advisory Council. He
recommended that members consider " shadowing" or attending other City Board
meetings to learn more about their objectives and how the YAC could work with them
to achieve those goals.
Mr. Job shared " Save the Date" cards with the Council for the Volunteer Banquet
on Thursday, November 8, 2018, and advised formal invitations would follow via
US Mail.
There was discussion about following the City of Bastrop on its various social
media sites and a reminder that City Council meets on the second and fourth
Tuesdays of each month. YAC members were encouraged to attend so they can
learn more about items on which the City is working. An example of a current
working policy is one that would prohibit 3- D printing of a gun.

5B. YOUTH ADVISORY COUNCIL REPORTS
There was a request to promote Cedar Creek High School' s Spring Fling on the
City' s Website. The Spring Fling is a community -wide health event organized by
the National Honor Society.
An issue was raised that more study -friendly locations are needed around the City.
The Bastrop Public Library is only open late 2 days per week. The Staff Liaison
advised that WiFi is available in all City public buildings and in City Parks.
The YAC also raised the issue of a Recreation Center. The Staff Liaison about
f it ire growth expected for the City of Bastrop. An estimated 15, 000 are expected
o b built in coming years which is cause a population boom. He recommended
that the YAC should have a conversation with City Council about bringing a
recreation center to Bastrop.
This led to discussion about the obtain feedback from the YAC' s peers. Dr. Lee
recommended that members present to school groups in which they are already
involved. Some key points to present were discussed, as well as the need for the
member to report back to the YAC.
WORK SESSIONS/ BRIEFINGS
6A. DISCUSS PERSONALITY PROFILES/ PERSONAL STRENGTHS
Dr. Lee reviewed the E Colors and Huma Brain. She advised that red/ green areas
were left -brain oriented and were the " thinkers/doers", while yellow/ blue were right -
brained oriented and were " people oriented."
Dr. Lee discussed that by learning more about our own personality profiles and
personal strengths can help in relating and interacting with others by helping us learn
to respond rather than reacting.
7A. CONSIDER ACTION TO APPROVE YOUTH ADVISORY COUNCIL BOARD MINUTES
FROM THE July 9, 2018 REGULAR MEETING.
The motion was made by Councilmember Gomez, seconded by Councilmember Algerand
unanimously approved to approve the meeting minutes for the July 9, 2018, regular
meeting.
ADJOURNMENT
The meeting was adjourned at 7: 19 p. m. without objection.
