Page 1 of 4 TIF Joint Review Board Annual Meeting City Hall Council Chambers June 16, 2025 Minutes Meeting called to order at 10:03 a.m. Attendees Present: Scott Buening, City of Batavia Anthony Isom, City of Batavia Peggy Colby, City of Batavia Laura Newman, City of Batavia Josephine Tucci, Batavia Public Library Sarah Zimmer, Waubonsee Community College Antony Inglese, Batavia School District Josh Bulak, Batavia School District Brent Strumpf, Batavia Park District Jen Fox, Public At Large Member I. Review of Agenda by Scott Buening. Roll Call taken of all members present. II. Appointment of Jen Fox as Public at Large Member which was moved by Scott Buening, City of Batavia and seconded by Sarah Zimmer, Waubonsee Community College. All other members present voted to approve the appointment. III. Review Minutes from June 24, 2024, meeting, which was moved by Josephine Tucci, Batavia Public Library, and seconded by Josh Bulak, Batavia Public School District. All members present voted to approve minutes from the meeting. IV. Review of TIF Balances from 2024 – discussed the Fund revenue balances in TIF 1,3,4, and 6 and the expenditures that occurred during the year 2024. V. Current or Potential TIF Projects for 2025 Page 2 of 4 TIF 1: Private Improvements • Comedy Vault (loan forgiveness per agreement) • Geneva Winery Public Properties • Peace Bridge Bike Ramp Project • Riverbank Stabilization • Repayment to City for Houston Street Loan • Funded TIF 3 purchase of Webster St property for redevelopment TIF 3: Private Improvements • Year 9 of 10 payment to BEI for Walgreens balance due is $108,000 • Ongoing plans to continue to encourage growth and development projects along with working with property owners, brokers, and potential new business operators to re-tenant vacant commercial spaces • Everdines’s Grilled Cheese Building Grant • 330/338 Webster – Remediation will be reimbursed through escrow funded by property owner Public Improvements • Public Restroom Plaza on River Street TIF 4: Private Improvements • 225 S. Harrison St (Spillane and Sons) – Redevelopment Grant for Demo, HVAC, Plumbing and more Public Improvements • Watermain Repairs TIF 6: Private Improvements • Work with property owners, brokers, and potential new business operators to re-tenant commercial spaces Board Comments: An update was given on the status of the Peace bridge, highlighting the project has grown significantly in cost from an estimated $1 million to $3.3 million due to unforeseen infrastructure issues.
