Call to Order: 1:04pm
Roll Call for Board Members: Stan Chubinski, Robert Whitfield, Andy Harrison, Kara Werner
Staff Members Present: Jason Francisco, Code Compliance Manager; Dennis McKinley, Code
Compliance Administrator; Don Wilkinson, Building Inspector; Elijah Martin, Senior Code Officer; Lisa
Silkworth, Secretary
Additions/Deletions to the Agenda: none
Approval of Minutes: Mr. Whitfield made a motion to approve the minutes from the August 19, 2015
meeting, seconded by Mr. Harrison. Approved.
Old Business: none
Dangerous Buildings Show Cause Hearings:
a. 16 Ann Ave (House & Garage)
Issue#EN15-02994
Building Inspector: Don Wilkinson
Property Owner, Desiree Gray, present. Mr. Wilkinson stated the property
had been affirmed as a Dangerous Building by the Dangerous Building
Officer. Mr. Wilkinson recommended affirming it as a Dangerous Building
but noted the City was working with Ms. Gray and two permits had been
pulled. Ms. Gray stated she feels the property should not be affirmed as a
dangerous building. Ms. Gray stated she has already had some plumbing
work done and noted some repairs have been done. Ms. Gray would like
it removed from the Dangerous Building list. Ms. Gray noted the house
had been broken into previously. Ms. Gray had some estimates and
stated the house is not lived in currently. Ms. Gray has an application for
gas service. Mr. Chubinski explained the terminology of the Dangerous
Building Ordinance. Mr. Wilkinson stated the City is working with Ms.
Gray. Mr. Whitfield made a motion to affirm the findings of the Dangerous
Building Board and move it through the process, seconded by Mr.
Harrison. Affirmed.

Property Owner, not present. Mr. Chubinski made a motion to affirm the
findings of the Dangerous Building Board and move the property through
the process, seconded by Mr. Whitfield. Affirmed.

Property Owner, not present. Mr. Harrison made a motion to affirm the
findings of the Dangerous Building Board and move the property through
the process, seconded by Mr. Whitfield. Affirmed.
d. 251 N Wood (House)

Property Owner, not present. Mr. Whitfield made a motion to affirm the
findings of the Dangerous Building Board and move the property through
the process, seconded by Ms. Werner. Affirmed.
New Business:

Code Compliance Officer: Elijah Martin
Property Owner, Elizabeth Miller, present. Elijah Martin, Senior Code Officer,
stated the property has exterior violations and noted some work had been done.
Ms. Miller requested additional sixty days. Mr. Francisco noted the tolling period
is coming up. Mr. Martin recommended a sixty day extension. Mr. Whitfield
made a motion to grant an extension to October 20, 2015, seconded by Mr.
Harrison. Extension granted.

Property Owner, Donald Puetz, present. Elijah Martin, Senior Code Officer,
stated the violations were found during a rental inspection. Mr. Martin
recommended a thirty day extension. Mr. Puetz stated he has a person to fix the
shingles. Mr. Puetz stated the corrections could be made in thirty days. Mr.
Harrison made a motion to grant an extension to October 20, 2015, seconded by
Mr. Whitfield. Extension granted.
Public Comments: none
Board and Staff Members Comments: Mr. McKinley welcomed the new member Kara Werner to
the Housing Board of Appeals. Mr. McKinley clarified a couple of items regarding the Dangerous
Building process. Mr. McKinley also welcomed newly promoted Jason Francisco.
