Roll Call for Board Members: Stan Chubinski, Robert Whitfield, & Andy Harrison
Staff Members Present: Dennis McKinley, Code Compliance Administrator; Don Wilkinson, Building
Inspector; Jason Francisco, Code Compliance Manager; Eric Morris, Senior Code Officer; Elijah
Martin, Senior Code Officer; Todd Nowicki, Senior Code Officer; Lisa Silkworth, Secretary
Additions/Deletions to the Agenda: none
Approval of Minutes: Mr. Harrison made a motion to approve the minutes from the September 16,
2015 meeting, seconded by Mr. Whitfield. Approved.
Old Business:
1. 40 S 24th Third Appeal
Issue#EN14-08943
Code Compliance Officer: Eric Morris
Property owner, Michael Campbell, present. Eric Morris, Senior Code
Officer, stated this property was here for a third appeal. Mr. Morris stated
painting had been done but the roof still needed repairs. Mr. Campbell
stated he has a dumpster and plans to work on it and finish the project.
Mr. Harrison made a motion to grant an extension to November 17, 2015,
seconded by Mr. Whitfield. Extension granted.

Building Inspector: Don Wilkinson
Property owner, not present. Don Wilkinson, Building Inspector, stated
the property meets the qualifications of a dangerous building. Mr.

Harrison made a motion to affirm the property as a dangerous building
due to no owner present, seconded by Mr. Whitfield. Affirmed.
b. 85 W. Michigan Ave (Commerical)

Building Inspector: Don Wilkinson
Property owner, Deb Davis, Southern Michigan Bank and Trust, present.
Don Wilkinson stated the property meets the qualifications for a
dangerous building. Ms. Davis stated they have an offer to purchase and
an estimate to demolish the property. Ms. Davis stated she would keep
city staff informed. Mr. Whitfield made a motion to affirm the property as a
dangerous building, seconded by Mr. Harrison. Affirmed.

Building Inspector: Don Wilkinson
Property owner, not present. Don Wilkinson, Building Inspector, stated
the property meets the qualifications of a dangerous building. Mr.
Chubinski made a motion to affirm the property as a dangerous building
due to no owner present, seconded by Mr. Whitfield. Affirmed.

Property owner, not present. Don Wilkinson, Building Inspector, stated
the property meets the qualifications of a dangerous building. Mr.
Chubinski made a motion to affirm the property as a dangerous building
due to no owner present, seconded by Mr. Whitfield. Affirmed.

Issue#EN15-03755
Code Compliance Officer: Jeanette Cook
Property owner, Michael Guest, present. Jason Francisco, Code
Compliance Manager, reported that progress had been made and
recommended a thirty day extension. Mr. Guest stated he needed to
order windows and that would take 3 weeks. Mr. Chubinski made a

motion to grant an extension to December 15, 2015, seconded by Mr.
Whitfield. Extension granted.
2. 174 Cherry St
Issue#EN15-04163
Code Compliance Officer: Todd Nowicki
Property owner, Steven Halldorson, present. Todd Nowicki, Senior Code
Officer, stated the property was in need of repair and not much progress
has been made. Mr. Halldorson stated the yard needs to be clean and the
porch was heavily termite damaged and needed to be replaced. Mr.
Halldorson stated he has a building permit. Mr. Francisco clarified the
rental application process. Mr. Halldorson requested a six week
extension. Mr. Whitfield made a motion to affirm the order as written,
seconded by Mr. Harrison. Affirmed
The Board reopened Mr. Halldorson’s property. The Board clarified the
building permit time frame. Mr. Chubinski made a new motion to grant an
extension to November 17, 2015, seconded by Mr. Whitfield. Extension
granted.
3. 24 Merwood
Issue#EN15-04643
Code Compliance Officer: Todd Nowicki
Property owner, Terry Shimerda, present. Todd Nowicki, Senior Code
Officer, stated the violations were noted via a compliant taken. Mr.
Nowicki recommended a sixty day extension. Mr. Shimerda stated work is
starting on the house. Mr. Shimerda stated he will be fixing the roof too.
Mr. Shimerda has hired a mason to make the repairs. Mr. Harrison made
a motion to grant an extension to November 17, 2015, seconded by Mr.
Whitfield. Extension granted.
4. 513 Lakeview Ave
Issue#EN15-02344
Code Compliance Officer: Elijah Martin
Property owner, Walter D Harvey for Stacey McKee, present. Elijah
Martin, Senior Code Officer, stated the violations were noted during a
rental inspection. Mr. Harvey stated the work could be done in three
weeks. Mr. Martin recommended granting a thirty day extension. Mr.

Chubinski made a motion to grant an extension to November 17, 2015,
seconded by Mr. Whitfield. Extension granted.
Public Comments: Mr. Halldorson wanted clarification on affirming his order. The Board re-opened
174 Cherry.
