Commissioners Present: Mayor Baldwin, Vice Mayor Fulton and Commissioner Sofia
Commissioners Absent:
Others Present: Ken Tsuchiyama, Russ Claggett, and Susan Bedsole
Call to Order: The meeting was called to order at 3:30 P.M.
Public Comment: There was none.
Minutes: Comm. Fulton moved for the approval of the September 27, 2011, meetings, Comm. Sofia
supported. All yes, motion carried.
Discussion:
Mayor Baldwin noted that as Ms. Wicklund has announced her retirement, the committee would need
to address an Interim City Attorney process.
Mr. Tsuchiyama provided information to the committee on the prior process, stating this committee
recommended Ms. Wicklund as Interim City Attorney when the prior City Attorney retired.
Mr. Claggett stated in addition to the Interim position, a 6 month trial appointment was also made. Mr.
Claggett asked if the committee wanted to consider appointing Jill Steele as the Interim City Attorney,
or if they would prefer to appoint her City Attorney for a 6 month trial period. Mr. Claggett asked if
the committee wanted to initiate a search process that Ms. Steele would be able to participate in.
Ms. Fulton and Ms. Sofia expressed their agreement it would be appropriate to appoint Ms. Steele as
Interim City Attorney as she has both the training and experience. Comm. Sofia expressed a concern
appointing Ms. Steele before a possible new Commission, stating the new Commission may want to
initiate a search instead.
Mayor Baldwin felt that as the Deputy City Attorney, Ms. Steele had been training for the position,
recommending she be appointed as Interim City Attorney, then to have the Committee reconvene to
discuss a permanent appointment. Mayor Baldwin requested staff provide the Committee a
comparison of non-represented managerial salaries.
Comm. Sofia asked if there was an established percentage increase for interim positions.
Mr. Claggett stated he believed it would be 15% of the entry level position salary.
Comm. Sofia recommended the first sentence of the resolution be changed to indicate a 4 month trial
period as Interim.

Mr. Claggett stated the range for the Deputy Attorney was $66,578 – $87,354, with Ms. Steele
currently at approximately $84,000. Mr. Claggett further stated the wages for the two Chiefs was at
$93,750. Mr. Claggett stated the Assistant City Manager was the top grade in the Hay system with a
maximum wage of $115,251, stating the next pay grade tops out at $105,710.
Mayor Baldwin stated she was comfortable allowing out of class pay of $250 per week while in the
Interim position.
Comm. Sofia noted this was commensurate to the amount Ms. Wicklund received while in the interim
position.
Mayor Baldwin stated she would like to immediately talk with Ms. Steele regarding the interim
position.
Recess at 4:02 pm.
The Committee reconvened at 4:06 pm.
Mayor Baldwin recommended a 4 month agreement to Ms. Steele as Interim City Attorney with a
stipend of $250 per week, and prior to the end of the 4 months the Commission will reassess the next
steps in the process.
Mr. Claggett requested clarification of the language of the resolution.

A motion was made by Mayor Baldwin, supported by Comm. Sofia, to offer Jill Steele the position of
Interim City Attorney, for a 4 month period, with a stipend of $250 per week, with the Committee
meeting again near the end of September 2013 to reassess the next steps in the process. All yes, none
opposed. Motion approved.
Adjournment: The meeting adjourned at 4:40 p.m.
