City Manager Performance Evaluation Committee Battle Creek City Hall Room 302B, Third Floor 10 N. Division St. Battle Creek, MI 49014 Tuesday, June 5, 2012 6:00 p.m. Committee Members Present: Mayor Susan Baldwin, Vice Mayor Fulton, Comm. Walters, and Comm. Gray Committee Members Absent: None Staff Present: Ken Tsuchiyama, Susan Bedsole, and Russ Claggett Call to Order: Mayor Baldwin called the meeting to order at 6:03 p.m. Public Comment: None Approval of Minutes: A motion was made by Comm. Gray, supported by Comm. Walters, to approve the meeting minutes of May 24, 2012, as presented. All yes. Motion carried. Discussion Mayor Baldwin asked if there were any questions regarding the proposed contract language, noting it appeared to reflect what was previously discussed by the committee. City Manager Ken Tsuchiyama noted the contract was re-organized for easier reading and as a result there were two scrivener’s errors that needed to be changed in the proposed contract pertaining to sections of the contract. Russ Claggett, Employee Relations Director, also noted some corrections to section numbers. Mayor Baldwin indicated that a few commissioners had requested a more specific job description for the City Manager position. Mr. Tsuchiyama stated there was a job profile published several years ago that could be used as a starting point. He further stated there are many items by which a city manager could be measured and those would need to be reviewed. Comm. Gray stated the proposed contract language is based upon performance measures, therefore a more specific job description is necessary. Mayor Baldwin said the committee should develop specific goals for the city manager and perhaps this could be accomplished at a retreat. Mr. Tsuchiyama stated he has spoken with Chris Sargent and Reggie LaGrand to see if there was interest in having Rich Harwood facilitate a discussion on goal and strategic planning with the Commission. 1 Comm. Gray asked if a scenario could be included to better explain the proposed language regarding the yearly payment. Mr. Tsuchiyama responded an example could be included in the action summary. Mr. Claggett noted lump sum payments can either be pensionable or not, but probably would not be pensionable. Mr. Tsuchiyama responded the Committee could discuss this point with Mr. Claggett. Comm. Gray asked if it would be more advantageous to format the communication document similar to that used for the City Attorney. Mayor Baldwin said if everyone was satisfied it would be placed on the next agenda. Adjournment: The meeting was adjourned at 6:19 p.m. SEB 2
