MEMBERS PRESENT: Commissioners Jennifer Cappell, Judith Mudge, Gordy Vogt
MEMBERS ABSENT: None
STAFF PRESENT: Chief Larry Hausman, Susan Bedsole, Vicki Houser, and Russell Claggett
CALL TO ORDER:
President Cappell called the meeting to order at 4:02 PM.
ELECTION OF PRESIDENT FOR 2012:
A motion was made by Comm. Vogt, supported by Comm. Mudge, to elect Jennifer Cappell as President
of the Civil Service Commission. All yes. Motion carried.
SETTING FORTH THE CIVIL SERVICE MEETING SCHEDULE FOR 2012:
The Civil Service Commission shall meet the fourth Monday of every month, with the exception of May
and December.
APPROVAL OF MINUTES
President Cappell stated the first order of business was to approve the minutes from the November 28,
2011, Civil Service meeting. A motion was made by Comm. Vogt, supported by Comm. Cappell, to
approve the minutes of the November 28, 2011, meeting as presented. All yes. Motion carried.
PETITIONS AND COMMUNICATIONS
Susan Bedsole noted there were no petitions or communications received.
REPORTS
There were none.

There was none.

NEW BUSINESS:
1. Certify the first candidate on the “2011 Fire Lieutenant Eligibility List” (Adam Magers)
A motion was made by Comm. Mudge, supported by Comm. Vogt, to certify the first candidate on
the “2011 Fire Lieutenant Eligibility List.” All yes. Motion carried.
2. Certify the second candidate on the “2011 Fire Lieutenant Eligibility List” (Shawn Metheny)
A motion was made by Comm. Vogt, supported by Comm. Mudge, to certify the second candidate
on the “2011 Fire Captain Eligibility List.” All yes. Motion carried.
PUBLIC COMMENT:
Jeanelle Justin requested that Russ Claggett, Employee Relations Director and Deputy City Attorney for
Labor Relations, not be used as legal counsel for the Civil Service Commission, as he and the city are
interested parties. She requested that a neutral third party be used to represent the Civil Service
Commission for legal counsel.
Mr. Claggett stated that Act 78 requires the city to offer assistance to the Civil Service Commission and
the Civil Service Commission does not have the authority to hire legal counsel. He further stated the
Union’s attorney has the ability to meet to discuss issues. He also noted the Union’s attorney must have
liability insurance.
A motion was made by Comm. Vogt, supported by Comm. Mudge, requiring the Civil Service
Commission seek neutral third party legal advice, and not use the Deputy City Attorney for Labor
Relations as legal counsel. Vote 1-2 (Cappell, Mudge). Motion Denied.
COMMISSION COMMENTS:
Comm. Vogt asked if a schedule has been set for the entry level firefighter testing.
Ms. Bedsole stated the schedule had not been set yet, but she and the City Clerk were working on the
process.
ADJOURNMENT:
The Civil Service meeting was adjourned at 4:15 PM.
