Official Proceedings of the Battle Creek Civil Service Commission Special Meeting City Hall 10 N. Division Street Commission Chambers Battle Creek, Michigan September 23, 2013 4:00 P.M. MEMBERS PRESENT: Commissioners Judith Mudge, Jennifer Cappell, and Gary Green MEMBERS ABSENT: None STAFF PRESENT: Susan Bedsole and Russ Claggett CALL TO ORDER: President Mudge called the meeting to order at 4:00 PM and recognized that a quorum was present. APPROVAL OF MINUTES: 1. Approval of the June 24, 2013 meeting minutes A motion was made by Comm. Green, supported by Comm. Cappell, to approve the Civil Service Commission June 24, 2013 meeting minutes. All yes, none opposed. Motion approved. 2. Approval of the August 26, 2013 meeting minutes A motion was made by Comm. Green, supported by Comm. Cappell, to approve the Civil Service Commission August 26, 2013 meeting minutes. All yes, none opposed. Motion approved. PETITIONS AND COMMUNICATIONS: The letters of interest for the neutral member position were provided to the Commission. REPORTS: There were no reports presented by staff. The following neutral member candidates each provided an overview of their qualifications and desire to become a member of Civil Service Commission: George Beam, Wilford Fullerton, and George Tyler. NEW BUSINESS 1. Receive public comment regarding Neutral Member candidates There were none. 1 2. Deliberation and appointment of Neutral Member by Commission Comm. Mudge asked procedurally how to proceed. Mrs. Bedsole indicated it was at the call of the Chair whether to entertain a motion first or have discussion initially. Comm. Green stated he needed to take this matter to the people he represents to see if there are any red flags or anything they do not want before he can approve it. Mr. Claggett responded, stating the selection is made by the City representative and Union representative, the current neutral member does not participate in the selection. He further stated if Comm. Green is asking to speak with those he represents, he should make a motion to delay the appointment. Comm. Green moved to postpone the selection of a neutral member until the October 2013 meeting. Comm. Mudge responded, stating she would not support a motion to postpone since the union representative was present at the meeting and did not make any comments relative to the selection today during the public comment portion of the meeting so she was not clear what they would be looking for in terms of more feedback. Comm. Green indicated those he represents have not had any opportunity to review the candidate packets to know whether there is a reason to accept or not accept a candidate. Mr. Claggett reminded the Commission that only the City appointed and Union appointed Civil Service Commissioners would be approving the appointment of the new Commissioner, reminding them the new member would need to be a neutral member. Comm. Green moved to postpone the deliberation and appointment of a neutral member until the October 2013 meeting. Comm. Mudge supported the motion. All yes, none opposed. Motion approved. PUBLIC COMMENT Chris Love, IFF President, asked if staff had reviewed the notice given to promotional candidates regarding the scoring of promotional exams. Mr. Love stated the current wording states the Civil Service Rules state the file review score can be up to 25% of the total oral score, stating his belief the file score in the past represented more than the 25% of the oral score. COMMISSION COMMENT Comm. Mudge thanked Comm. Cappell for her years of service to the Civil Service Commission. ADJOURNMENT: President Mudge adjourned the meeting at 4:40 PM. 2
