MEMBERS ABSENT:

CALL TO ORDER:
Comm. Giguere called the meeting to order at 4:00 PM and recognized that a quorum was present.
APPROVAL OF MINUTES
1. Comm. Martinovich, supported by Comm. Giguere, made a motion to approve the Civil Service Commission
meeting minutes of February 24, 2020. All yes, none opposed. Motion approved.
PETITIONS AND COMMUNICATIONS: There was none.

NEW BUSINESS:
1. Civil Service Rules
a. Rule 4: Filling Vacancies above the Rank of Firefighter
i. Rule 4 (1) Vacancies
ii. Rule 4 (2) Time in Lower Rank
iii. Rule 4 (3) Interview/Oral Examination
iv. Rule 4 (6) Promotional Score
The proposed amendments to Rule 4 were provided to the Commission for review. Commissioners were also
provided a memo from Chief Sturdivant regarding his request for the changes to Rule 4.
Comm. Roller confirmed that promotional candidates would need to achieve at least 70% on the written test to
move to the Assessment Center portion of the promotional process. Comm. Roller also confirmed the
candidates must achieve at least 70% on the Assessment Center before the addition seniority points would be
added to enhance their score to determine their placement on the eligibility list.
Chief Sturdivant responded affirmatively, stating seniority points speak to the time in the department, but
should not be held against other candidates, but would only be used to enhance a candidate’s score once the
minimum score has been obtained.
Comm. Giguere asked if there were any public comments regarding the amendments to Rule 4.
Hearing no public comments, a motion was made by Comm. Giguere, supported by Comm. Roller, to approve
the amendments to Rule 4(1) Vacancies, Rule 4(2) Time in Rank, Rule 4(3) Interview/Oral Assessment and
Rule 4(6) Promotional Score. All in favor, none opposed. Motion approved.
2. Authorize the City Clerk to proceed with the 2020 Fire Lieutenant Testing Process
Comm. Giguere asked why there was a need to open Fire Lieutenant testing if there was a current Lieutenant in
another position, specifically the Training Officer position, who wanted to be moved to the vacant Lieutenant
position.

Chief Sturdivant stated he was being proactive, noting there was currently a funded Lieutenant vacancy, noting
there were also several lieutenants who would be eligible for retirement soon, some in the drop program. Chief
Sturdivant stated that if the Civil Service Commission provided time for the department to develop the
Assessment Center and complete the process, he would then transfer the current Training Officer/Lieutenant to
the lieutenant vacancy.
A motion was made by Comm. Martinovich, supported by Comm. Roller, to authorize the City Clerk to
proceed with the 2020 Fire Lieutenant Promotional Testing Process. All in favor, none opposed. Motion
approved.
PUBLIC COMMENT: There was none.
COMMISSION COMMENT: There were no additional Commission comments.
ADJOURNMENT
Commissioner Giguere adjourned the meeting at 4:10 PM.
