MEMBERS ABSENT: None

APPROVAL OF MINUTES
1. Chairperson Dopp noted the first order of business was to approve the May 24, 2021 Civil Service
Commission minutes.
Comm. Martinovich, supported by Comm. Roller, made a motion to approve the Civil Service Commission
meeting minutes of May 24, 2021. All yes, none opposed. Motion approved.
PETITIONS AND COMMUNICATIONS
Clerk Houser noted a communication from Timothy Newsom, candidate #9 in the 2019 Entry Level Fire Fighter
Eligibility List.
REPORTS: There were none.
UNFINISHED BUSINESS: There was none.
NEW BUSINESS:
1. Certify the Candidates 6-10 on the “2019 Entry Level Fire Fighter Eligibility List”
Chairperson Dopp noted the first item on the agenda was to certify candidates 6-10 (Daniel Rybiski,
Markell Spivey, James Purrazzo, Timothy Newsom, Steven Nemeth) on the “2019 Entry Level Fire Fighter
Eligibility List,” asking if there were any comments.
Hearing no discussion, Chairperson Dopp requested commissioners vote. All in favor, none opposed.
Motion approved.
2. Certify the Candidates 11-15 on the “2019 Entry Level Fire Fighter Eligibility List”
Chairperson Dopp noted the next item on the agenda was to certify candidates 11-15 (Nicholas Mingle,
Ryan Wright, Jacob Gunn-Jackson, Patrick Knecht, Dennis Barnum) on the “2019 Entry Level Fire Fighter
Eligibility List,” asking if there were any comments.
Hearing no discussion, Chairperson Dopp requested commissioners vote. All in favor, none opposed.
Motion approved.
3. Remove 6 candidates from the “2019 Entry Level Fire Fighter Eligibility List” are requested by
candidates
Chairperson Dopp noted the next item on the agenda was to remove 6 candidates (George Lee, Daniel
Peterson, Brandon Prichard, James Purrazzo, Jacob Gunn-Jackson, Patrick Knecht) from “2019 Entry
Level Fire Fighter Eligibility List” as requested by the candidates, asking if there were any comments.
Hearing no discussion, Chairperson Dopp requested commissioners vote. All in favor, none opposed.
Motion approved.
4. Remove 1 candidates from the “2019 Entry Level Fire Fighter Eligibility List” due to no response

Chairperson Dopp noted the next item on the agenda was to remove one candidate, Timothy Newsom, from
the “2019 Entry Level Fire Fighter Eligibility List” due to no response for an interview with Chief
Sturdivant, asking if there was any comment.
Comm. Martinovich, supported by Comm. Roller, made a motion to remove one candidate, Timothy
Newsome, from the “2019 Entry Level Fire Fighter Eligibility List” due to no response. All yes, none
opposed. Motion approved.
5. Authorize the City Clerk to begin the 2021 Entry Level Fire Fighter Testing Process
Chairperson Dopp noted the next item on the agenda was to authorize the Clerk to begin the 2021 Entry
Level Fire Fighter Testing Process, asking if there were any comments.
Comm. Roller, supported by Comm. Martinovich, made a motion to authorize the Clerk to begin the 2021
Entry Level Fire Fighter Testing Process. All yes, none opposed. Motion approved.
PUBLIC COMMENT: There was none.
COMMISSION COMMENT:
Commissioner Martinovich questioned the reason for a special meeting of the Civil Service Commission, asking
if the proper protocols were not followed.
Clerk Houser noted that the Fire Chief and Human Resource Director, both fairly new to the City,
misunderstood that although the eligibility list had been certified, the candidates, in groups of 5, must also be
certified. Clerk Houser noted the special meeting was needed to certify candidates 6 – 10 and 11 – 15, and to
remove some candidates who no longer wanted to remain on the eligibility list.
ADJOURNMENT: Chairperson Dopp adjourned the meeting at 11:13 PM.
