DANGEROUS BUILDINGS HEARING MINUTES October 13, 2021 1:00 P.M. Via Zoom 1. Call to Order: 1:09 pm 2. Roll Call: Carman Hamilton, Dangerous Building Officer Attending in Battle Creek, MI 3. Staff Members Present: Richard Bolek, Chief Building Official; Don Wilkinson, Building Official; Angela Hubbard, Secretary All attending in Battle Creek, MI 4. Additions/Deletions to the Agenda: 5. Approval of Minutes: Mr. Hamilton approved the minutes from the June 9, 2021 meeting. Approved 6. New Business: a. 421 Capital Ave SW (House) Issue #EN21-03536 Building Inspector: Don Wilkinson Property owner not present. Don Wilkinson, Building Official, stated that the property was condemned and uninhabitable. In its current condition, Mr. Wilkinson recommended affirming it as a Dangerous Building. Mr. Hamilton affirmed the property as a Dangerous Building and granted thirty days to bring it into compliance. Affirmed b. 745 Michigan Ave W (Commercial) Issue #EN21-03641 Building Inspector: Don Wilkinson Property owner not present. Don Wilkinson, Building Official, stated that the property was has partially collapsed from a vehicle running into it. In its current condition, Mr. Wilkinson recommended affirming it as a Dangerous Building. Mr. Hamilton affirmed the property as a Dangerous Building and granted thirty days to bring it into compliance. Affirmed Dangerous Buildings Hearing October 13, 2021 Page 2 of 4 c. 1533 Goguac St W (House) Issue #EN21-03727 Building Inspector: Don Wilkinson Property owner, Jon Homrich, was present. Mr. Homrich attended the meeting from Battle Creek, MI. Don Wilkinson, Building Official, stated that the property damaged by fire. No permits have been applied for. In its current condition, Mr. Wilkinson recommended affirming it as a Dangerous Building. Mr. Homrich stated that he recently purchased the property with the intent to fix and sell. He stated that with all of his other projects, he is not able to make the needed repairs. He has listed the property for sale with ReMax. Mr. Wilkinson stated that he understands and that the City always works with property owners, but it is still the owners responsibility to maintain the property. He asked Mr. Homrich to call him after the meeting. Mr. Hamilton affirmed the property as a Dangerous Building and granted thirty days to bring it into compliance. Affirmed d. 4 22nd St S (House) Issue #EN21-03728 Building Inspector: Don Wilkinson Property owner, Joe Rocha, present. Mr. Rocha was attending the meeting from Battle Creek, MI. Don Wilkinson, Building Official, stated that the property was damaged by fire. In its current condition, Mr. Wilkinson recommended affirming it as a Dangerous Building. Mr. Rocha stated that he wants to demolish the building. He has reached out to several contractors, and they are all very busy He would like to demo the building himself. Mr. Wilkinson asked Mr. Rocha to call him after the meeting. Mr. Hamilton affirmed the property as a Dangerous Building and granted thirty days to bring it into compliance. Affirmed e. 118 Nelson (House) Issue #EN21-03945 Building Inspector: Don Wilkinson Dangerous Buildings Hearing October 13, 2021 Page 3 of 4 Property owner, Fern Perkins, present. Ms. Perkins was attending the meeting from Ceresco, MI. Don Wilkinson, Building Official, stated that the property was heavily damaged by fire. In its current condition, Mr. Wilkinson recommended affirming it as a Dangerous Building. Ms. Perkins stated that she wants to demolish the building. She received a quote from Bolle excavating, but was waiting on a call back. Mr. Hamilton instructed Ms. Perkins to call Mr. Wilkinson after the meeting. Mr. Hamilton affirmed the property as a Dangerous Building and granted thirty days to bring it into compliance. Affirmed f. 62 Bidwell St W (House) Issue #EN21-04654 Building Inspector: Don Wilkinson Property owner not present. Don Wilkinson, Building Official, stated that the property was condemned and uninhabitable. In its current condition, Mr. Wilkinson recommended affirming it as a Dangerous Building. Mr. Hamilton affirmed the property as a Dangerous Building and granted thirty days to bring it into compliance. Affirmed g. 111 Oaklawn Ave (House) Issue #EN21-04695 Building Inspector: Don Wilkinson Property owner, Michelle McBride, present. Ms. McBride attended the meeting from Battle Creek, MI. Don Wilkinson, Building Official, stated that the property was damaged by fire. In its current condition, Mr. Wilkinson recommended affirming it as a Dangerous Building. Ms. McBride state that Ace Excavating will be demolishing the property. Utility disconnects have been received. Ms. McBride asked about fire escrow monies being returned to assist with the cost of demolition. Ms. Hubbard explained the fire escrow process to her. Mr. Hamilton affirmed the property as a Dangerous Building and granted thirty days to bring it into compliance. Affirmed Dangerous Buildings Hearing October 13, 2021 Page 4 of 4 7.
