Present: City Attorney Eileen Wicklund, City Assessor Steven Hudson, and City Clerk
Deidre Laser
Absent: None
Call to Order: City Clerk Deidre Laser called the meeting to order at 11:06AM and advised the
purpose of the meeting was to authorize expenditures and to hire Election Inspectors for the August
3, 2010, Primary Election.
Approval of Minutes:
Clerk Laser presented the minutes from the previous meeting for approval. A motion was made by
Steven Hudson, supported by Attorney Eileen Wickland, to approve the minutes from April 12,
2010, meeting. All yes. Motion carried.
Primary Election Update:
Clerk Laser presented a sample ballot to the Election Commission for the August 3, 2010, Primary
Election and noted that Battle Creek typically has a 14-16% turnout. She stated that all 23 precincts
will be operational for this election and that Primary Election is one of the most difficult to test and
administer. Clerk Laser indicated there are two proposals on the ballot that affect Battle Creek
voters: 1) Calhoun County senior millage renewal, and 2) Harper Creek operating millage. Ms.
Laser said each precinct will have a unique number of Republican and Democratic Precinct
Delegates determined by the parties based on the number of Republican or Democratic votes
received at the previous election by precinct.
Appointment of Election Inspectors:
Clerk Laser stated she would like to hire five workers at each precinct to provide adequate coverage
and breaks. A motion was made by Eileen Wicklund, supported by Steve Hudson, to authorize the
Clerk to hire Election Inspectors for the August 3, 2010, Election, in accordance with the Clerk’s
recommendations. All yes. Motion carried.
E-Poll Book Update:
Clerk Laser reported that she received a grant in March 2010 to receive 23 laptop computers,
scanning devices, computer cases, and mice. The City Clerk’s staff will be busy implementing the
electronic Poll Book and training computer operators on the new equipment during July. The
electronic Poll Book will create precinct efficiencies, provide shorter lines, generate three reports,
and the ability to upload voter history at the end of Election Day. The state has requested for two
consecutive elections that voter entries be completed manually in the Poll Book as well as
electronically.
