City of Battle Creek Election Commission Meeting 10 N. Division Street – Room 112 Battle Creek, MI April 16, 2019 10:00 AM Present: Jill Steele, City Attorney: Steve Hudson, City Assessor; and Victoria Houser, City Clerk Absent: None Guests: None Call to Order: Clerk Houser called the meeting to order at 10:04 A.M., noting all members were present. Approval of Minutes (February 15, 2019) A motion was made by Assessor Hudson, supported by Attorney Steele, to approve the February 15, 2019 Election Commission meeting minutes. All in favor, none opposed. Motion approved. Public Accuracy Test Clerk Houser conducted the public accuracy test, providing the Election Commission members a copy of the test deck used for the ballot marking and tabulating. Commission members verified the tabulator totals tape matched the determined results from the test deck. Election Inspector Assignments Clerk Houser informed the Commission that the Clerk could not be a member of the Receiving Board, but could be a member of the Precinct Board. As a result, she would serve as a precinct inspector, along with a full time staff member and a part time staff member. The Receiving Board would be made up of the Deputy Clerk and another staff member. Clerk Houser presented the list of Election Inspectors for the May 7, 2019 Special Election for Climax Scotts Community Schools. A motion was made by Assessor Hudson, supported by Attorney Steele, to approve the precinct inspectors, as presented, for the May 7, 2019 Special Election. All yes, none opposed. Motion approved. Rebalancing of Ward 4 Precincts Clerk Houser discussed the reasons it was necessary to rebalance the precincts in Ward 4, primarily to reduce long lines at precinct 6 by moving some registered voters to precinct 9. To provide a better balance, Clerk Houser noted changes would also be made to precincts 2 and 8. 1. 132 precinct 9 voters would be moved to precinct 2, resulting in a change of polling location. 2. 295 precinct 8 voters would be moved to precinct 6, resulting in a change of polling location. 3. 103 precinct 9 voters would be moved to precinct 6, with no change of polling location. 4. 988 precinct 6 voters would be moved to precinct 9, with no change of polling location. The rebalancing would result in the following number of registered voters per precinct 1. Precinct 2: 1,363 (current) + 132 (precinct 9) = 1,495 2. Precinct 6: 2,109 (current) – 988 (to precinct 9) + 103 (precinct 9) + 295 (precint 8) = 1,519 3. Precinct 8: 2,205 (current) – 295 (to precint 6) = 1,910 4. Precinct 9: 905 (current) – 132 (to precinct 2) - 103 (to precint 6) + 988 (from precint 6) = 1,658 A motion was made by Attorney Steele, supported by Assessor Hudson, to approve the rebalancing of Ward 4 precincts as presented. All yes, none opposed. Motion approved. Public Comments: There were no public comments. Commission Comments: There were no Commission comments. Adjournment: The meeting was adjourned at 10:18 AM. 1
