April 13, 2015
CALL TO ORDER:
Chairperson Mike Troutman, called the meeting to order at 4:00 p.m.
ROLL CALL:

APPROVAL OF PREVIOUS MINUTES:
MOTION MADE BY MR. BRUCE PHILLIPS TO APPROVE THE MINUTES FOR
THE MARCH 9, 2015 HISTORIC DISTRICT COMMISSION MEETING AS
PRESENTED, SECONDED BY MR. KIM TUCK.
ALL IN FAVOR; NONE OPPOSED; MINUTES APPROVED

OLD BUSINESS: None
NEW BUSINESS:
A) 138 Ann Avenue - (Request from Ms. Jenise Furman for a Certificate of Appropriateness to
install a new chain-link fence.)
Ms. Jenise Furman was present to speak. Stated this application request was for a new fence to be
installed on her side lot that is on a corner lot; noted she has seven children and would like to have
a secure area and be able to watch them play safely.
Mr. Bruce Phillips asked if the fence was for children or dogs. Ms. Furman stated her children.
Mr. Kim Tuck asked if the style of fencing was the standard chain-link fence. Ms. Furman stated
yes the most cost effective style as possible.

Mr. Jim Hopkins asked who would install the fence. Ms. Furman stated her husband would
install.
With no others wishing to speak, Mr. Troutman asked commissioners for a motion.
MOTION WAS MADE BY MR. BRUCE PHILLIPS TO APPROVE THE
CERTIFICATE OF APPROPRIATENESS TO INSTALL A NEW FENCE FOR
PROPERTY LOCATED AT 138 ANN AVENUE, PURSUANT TO HOUSING
CODE CHAPTER 1470.09 “REVIEW OF APPLICATIONS” AND 1470.17
“PRESERVATION OF HISTORIC FEATURES” AND THE SECRETARY OF
THE INTERIOR’S STANDARDS AND GUIDELINES AS OUTLINED IN THE
STAFF REPORT; SECONDED BY MS. KAYTEE FARIS.
ALL IN FAVOR; NONE OPPOSED; MOTION APPROVED
PUBLIC COMMENTS: None
COMMENTS FROM COMMISSION MEMBERS AND STAFF:
Mr. Bruce Phillips noted the property at 1389 Ann Avenue was an interesting old house.
Ms. Kaytee Faris noted that 26 Fremont Street will become a County owned property through
foreclosure and is in the Vacant and Abandoned building process with the windows having been
broken and that we need to make it secure and keep it on our radar. Ms. Zuzga stated that with a
property that had been foreclosed; no one takes ownership and is when owned by the County the
issues can be addressed such as making it secure.
