ATTENDANCE: Comm. Newman asked that attendance be noted. A roll call was taken: Comm. Drozdowski, Present Comm. Newman, Present Comm. Simpson, Absent Comm. Reid, Absent Comm. Davis, Present Comm. Thornton, Present Staff Present: Travis Sullivan, City Planner, Melody Carlsen, Administrative Assistant, Crystal Bax, and Marcel Stoetzel, Deputy City Attorney ADDITIONS OR DELETIONS TO AGENDA: Election of Officers was added as Item A under Public Hearings/Deliberations. PUBLIC COMMENTS: None APPROVAL OF MINUTES: Approval of December 12, 2022 minutes MOTION MADE BY COMM. DROZDOWSKI TO APPROVE THE MINUTES FOR DECEMBER 12, 2022, SECONDED BY COMM. THORNTON. A vote was taken and all those in favor to say “aye”: ALL IN FAVOR, MOTION APPROVED. CORRESPONDENCE: None. OLD BUSINESS: None. PUBLIC HEARINGS/DELIBERATIONS: A. Election of Officers The Election of Officer was brought forward for discussion and nomination. No new nominations were brought forward. A motion was presented to have Board members carry on with their current positions (Commissioner Newman as Chair, Commissioner Simpson as Vice Chair). Public Comment: None. 1  MOTION MADE BY COMM. THORNTON TO HAVE BOARD MEMBERS CONTINUE WITH THEIR CURRENT POSITIONS (COMMISSIONER NEWMAN AS CHAIR, COMMISSIONER SIMPSON AS VICE CHAIR), SECONDED BY COMM. DROZDOWSKI. A voice vote was taken: ALL IN FAVOR, MOTION APPROVED. B. H18-22: (64 W Michigan Ave) The petition, filed by New Holland Brewing, Co. on behalf of Battle Dog of 64 W Michigan Ave. is for a Certificate of Appropriateness for installation of multiple signs located at 64 W Michigan Ave. Staff recommends approval of the subject petition at 64 W Michigan Ave. as the proposed sign installations meet the standards outlined in Chapter 1470.09 “Review of Applications,” Chapter 1470.17 “Preservation of Historic Features” and the Secretary of the Interior’s Standards and Guidelines. Applicant Presentation: Dave White with New Holland Brewing Company stated the location of the signs, material used and that the signs are all made in house with work done by them. Staff Presentation: Travis Sullivan gave a brief overview of the New Holland Brewing Company signs at 64 W Michigan Ave. Staff makes a recommendation to move forward with the installation of the signs. Comments from commission members: None. MOTION MADE BY COMM. THORNTON TO APPROVE A CERTIFICATE OF APPROPRIATENES FOR THE PROPOSED SIGNAGE AT 64 W MICHIGAN AVE. SECOND BY DROZDOWSKI. A voice vote was taken: ALL IN FAVOR, MOTION APPROVED. C. Paint Color Regulation Discussion Near the conclusion of the November 2022 regular meeting of the Historic District Commission, Commissioners inquired as to whether or not the City of Battle Creek’s Historic Preservation Ordinance provides for the regulation of paint colors within the local historic districts. Staff informed the Commission that at present, the ordinance does not regulate paint colors. Staff researched this topic and presented the Commission with some examples from other cities and recommends that the Historic District Commission conduct a discussion of potential options for dealing with paint colors within the local districts in the future.
