Local Officers' Compensation Commission City Hall 10 N. Division Street, Room 302A September 5, 2013 4:00 PM Members Present: Joan Dillman, John Godfrey, Walt McIlroy, and John Anderson Members Absent: Scott Durham, Becky Squires, Brian Kirkham Others Present: Victoria Houser, Jill Steele Call to Order: City Clerk Houser called the meeting to order at 4:01 PM, recognizing a quorum was present. Nomination of Commission Chair Ms. Houser stated the first order of business was to nominate a Chairperson to preside over the meeting. Jill Steele, Interim City Attorney, noted that Mr. Brian Kirkham was no longer qualified to be a member of the Local Officers Compensation Commission as he was recently elected Calhoun County Circuit Court Judge, noting the bylaws of the Commission are as follows: (a) The Local Officers Compensation Commission shall be comprised of seven members who shall be registered electors of the City of Battle Creek and who shall not be members or employees of any branch of any government or the immediate family of a member or employee of any branch of any government. Ms. Steele stated she would contact Mayor Baldwin to inform her of the need to appoint a different member to the Local Officers Compensation Commission. A motion was made by John Godfrey, supported by Walt McIlroy, to nominate Joan Dillman as Chair. All yes, none opposed. Motion approved. Approval of Minutes: Chairperson Dillman noted the next order of business was to approve the minutes from the last meeting, October 4, 2011. Ms. Dillman asked if there were any additions or deletions. There were none. A motion was made by Walt McIlroy, supported by John Godfrey, to approve the meeting minutes of October 4, 2011. All yes, none opposed. Motion approved. Discussion on City Commission Compensation: Chair Dillman asked for discussion regarding the wage increases for the City Commission. Clerk Houser noted the information presented was obtained from several municipalities, noting the information was charted according to population size. Ms. Houser also noted she had polled several municipalities regarding increases in 2013, noting only one municipality out of nearly 50 had approved increases in 2013. The Commission discussed the information provided. Mr. McIlroy stated that as the economic situation has not significantly improved in the City of Battle Creek, he did not think it was appropriate to increase the Commissioners’ wages at this time. A motion was made by Mr. McIlroy, supported by Mr. Godfrey, to retain Commission compensation as is. Chair Dillman asked for any additional discussion. There was none. All yes, none opposed. Public Comment: There was none Commission Comment: Mr. Godfrey requested future municipality research include differentiation of cities that are City Manager run or Mayoral run. Mr. Anderson recommended the Clerk’s office contact one of the local colleges to request a student project include research of the duties of different municipality’s mayors and commissioners, as a comparison to the City of Battle Creek Commission’s duties. Chair Dillman thanked the City Clerk for the research and preparation of the information, noting the information assisted the Local Officers Compensation Commission to progress smoothly and efficiently. Adjournment: Chair Dillman adjourned the meeting at 4:12 PM.
