POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday, Feb 7, 2013 7:00 p.m. The Chair James Moreno called the meeting to order at 7:10 p.m. at Franklin School. ATTENDANCE: Members Present: John Cash, Eliose Fogg, Cynthia Fritz, Katie Hubbard, Deborah Perkins, Diana Quigg, Yvonne Powell, Pat Shellenberger, and James Moreno. Members Excused: Linda Carmona and Gilbert Ortiz Guests and Visitors: Sherry Sofia – City Comm., Lynn Ward Gray – City Comm., Jason Francisco – Code Comp., Lt. L. Mingle – BCFD, FF L. Hillard – BCFD, FF K. Hoeksema - BCFD, FF M Archer – BCFD, Dr. Linda Hick – Superintendent BCPS, Dawn Wilkerson – NIBC, Karen Lynn Todd – BC Enquirer ADDITIONS AND DELETIONS TO THE AGENDA: No additions or deletions. APPROVAL OF MINUTES: Motion to approved Dec and Jan minutes was made by Diana and seconded by Eliose. Motion was approved by all. CORRESPONDENCE AND ANNOUNCEMENTS: • Consumers are trimming trees in the neighborhood. • BC Fire Department announced that they will be attending our meetings. They wish to become partners with the NPC. A copy of the By-Laws was handed out to all members. We are happy to see them in attendance and look forward to working with the BCFD Station #3. They reported that medical emergencies are their majority of calls they are responding too. • Diana Q. Vice Chair is working on a Mini-Grand with the BC Foundation. She also shared that Bill Philips of NIBC will be at our Mar or Apr meeting. She will follow up with Bill Philips as to which month it will be. COMMITTEE AND STAFF REPORTS: Police: No Rep. – Stats were distributed by the Jason Francisco. Code: Jason distributed Code Stats. He introduced himself and reported that he is pro-active on code violations that are usually complaint driven. He noted that on the Code Stats report all the address on Hannah, an issue on a property on Hannah came to his attention and since he was on Hannah St. he accessed all the properties on this street. The following issues were reported: • 415 Main St. – Front Yard parking–one of the vehicles is a Beige Mini-Van; there is also a green SUV, and a car that parks there on a random basis. • Update 457 Main St. – Junk Vehicle – Jason issued notice to remove – the owners removed it – it was moved to the other side of the fence which is on the Emmett Township side – need to contact Emmett Township. Planning: None Beautiful Battle Creek Award: None. If you see a property that should be awarded please take note of the address and bring to next meeting. Membership: James read a short letter from John Kenefick announcing that he has resigned from the NPC. A motion was made by Diana Q and Seconded by Pat S. to accept his resignation. The motion passed and James sent the letter with Jason F. to Neighborhood Services. COMMISSIONER COMMENTS: Comm. Sofia reported that the Capitol Improvement Workshop took place at the Commission Meeting. The looked at things they would like to see in the next 5 years. A request by Comm. Walters for a Crime Workshop was discussed. A public hearing will be held Feb. 19th at 5:30 p.m. on the Re- Districting of the Wards. Post will have 2 Comm. instead of 3 and it looks as if Comm. Fulton will be losing Commissioner. Comm. Gray reported that her “Keeping You Informed” is on every Wed. at 6:00 p.m. on AccessVision. Also, we were informed that Mayor Baldwin did discuss with all commissioners – especially the At-Large, that it was beneficial for all of them to attend NPC meetings. Battle Creek Public Schools: Dr. Hicks was attendance and she was our guest speaker. – See New Business. Dr. Hicks asked if we had regular BCPS attendance. We shared that we did not and would like this; she is working on this and will get back to us. OLD BUSINESS: None NEW BUSINESS: Dr. Hicks gave us an overview of the new building and renovation of the HVAC (highly envious of the district) in the old building. Franklin School has the following programs within it: Bilingual, Parent Facilitator Program, Positive Behavior Initiative, 21 Century, and Portable Dentist to name a few. She reported that they have a Great Staff. Franklin School also partners with Post Foundation and BC Foundation. Early learning is a priority with Dr. Hicks and BCPS. The BCPS Building and Site Fund made this addition possible. This fund failed in the Nov. elections and BCPS will be placing this on the Spring Ballot in May. BCPS are looking for volunteers to help BCPS get this Millage request passed. If you are interested, please contact Kay Smith at 965-9465. Dr. Hicks announced that the Grand Opening of the Math and Science Center will be in August before the new school year starts. Dr. Hicks answered questions from the council and visitors. After all questions had been answered, she took us on a personal tour of the new addition. The council thanked Dr. Hicks for attending our meeting and updating us on BC Public Schools and giving us a tour. MEMBER COMMENTS: Eliose announced that she is back tonight, but will be having medical procedures that will once again prevent her from attending for the next few months. She thanked everyone for keeping her in their thoughts and prayers. We are glad she was able to attend tonight and is on the road to getting better. Public COMMENTS: It was announced that the B.C. Foundation are accepting application for Scholarships. Please contact them for more information.
