POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL
Thursday, Mar 7, 2013
7:00 p.m.
The Chair James Moreno called the meeting to order at 7:02 p.m. at Community
Action Agency.
ATTENDANCE:
Members Present: John Cash, Cynthia Fritz, Katie Hubbard, Deborah Perkins, Diana
Quigg, Yvonne Powell, Pat Shellenberger, and James Moreno.
Members Excused: Linda Carmona, Eliose Fogg and Gilbert Ortiz
Guests and Visitors: Sherry Sofia – City Comm., Lynn Ward Gray – City Comm.,
Elizabeth Fulton – Vice Mayor, Andy Helmboldt – City Comm., Geryl Warner, Don
Stormer, Jason Francisco – Code Comp., Bill Phillips, NIBC.
ADDITIONS AND DELETIONS TO THE AGENDA: No additions or deletions.
APPROVAL OF MINUTES: Motion to approved Feb minutes was made by Diana and
seconded by Yvonne. Motion was approved by all.
CORRESPONDENCE AND ANNOUNCEMENTS:
• Apr. 27 – 9 am – 1pm at KCC there will be a Spring Recycling Rama
• Consumers are trimming trees in the neighborhood.
• Mar 24-26 Tire Collection - if you need to get rid of tires. For more
information see website at www.calhouncountyrecycling.com.
• Deborah reported that the Post Garden is starting to recruit people for the
Community Garden.
COMMITTEE AND STAFF REPORTS:
Police: No Rep. – Stats were distributed by the Jason Francisco.
Code: Jason distributed Code Stats. Talked in general and everyone looked over
the Code Stats. The following issues were reported:
• 14 James St. – owners of the Liberty Mart have returned, along with the
problems of garbage and harassments from the owner.
• Update 457 Main St. – John reported that he talked with the owner of Main
Street Market (Denny – who owns the parking lot next to 457 Main St) about
the abandoned vehicle in his lot. He informed John that they do not have
his permission to park the vehicle or other vehicles in his lot. John will
get back to Denny as Jason says that he can have them towed at owners
expense, Denny will have to inform Emmett Township as the lot is in Emmett.
• We thanked Jason for his proactive enforcement of code in our neighborhoods.
Planning: None
Beautiful Battle Creek Award: None. If you see a property that should be awarded
please take note of the address and bring to next meeting or call an officer. We
still have a few that will be awarded.
Membership: Don Stormer returned back to the Council and indicated that he would
like to become a member again. A motion was made by Cindy and Seconded by Diana
for his request for membership. The motion passed and James will forward his name
to the City.
COMMISSIONER COMMENTS: Comm. Sofia reported that the Workshop on Discussion of
Crime and Perception will be held Mon. Mar. 18 at 6:00 p.m. in the multi-purpose
room at DPW. Also, a Workshop on FY 2013 Budget Dev. Will be held Thu Mar. 21 at
6:00 p.m. at DPW in the multi-purpose rm. Comm. Helmboldt informed us to approach
the BCCF on funds for houses that need paint. Comm. Gray reported that NPC#2 will
be hosting the 2nd Annual Town Hall Mtg on May 30 from 6:00 p.m. – 8:00 p.m. at the
Macedonia Missionary Baptist Church. The focus will be on Crime with the Police
Chief in attendance, City Manager will discuss Getting Back to Basic of How City
Gov. Runs, Code Compliance with Susan Bedsole. The commission will be looking at
establishing a Youth Commission. We discussed the Ward changing and shuffling of
boundary lines. Concerns about the polling stations was discussed.
Battle Creek Public Schools: No Representative present.
OLD BUSINESS: None
NEW BUSINESS: Bill Phillips of Neighborhoods, Inc. of Battle Creek gave us an
overview of NIBC. NIBC is meeting he needs of the entire neighborhood as a
helpful neighbor with 4 programs. They include: Educational and Counseling,
Financial Services, Community Engagement and Housing. Bill detailed all 4 of
these areas with the council and distributed information for all. Bill informed
us that Crime Watch holds monthly meetings at 7:00 p.m. the 4th Thursday at 104
Calhoun. If anyone is of need of the services of NIBC you can contact them at

Next Month: A presentation by the American Red Cross is on the agenda.
