Neighborhood Planning Council 1 - Post-Franklin

POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday, May 2, 2013 7:00 p.m. The Chair James Moreno called the meeting to order at 7:00 p.m. at CA Board Room. ATTENDANCE: Members Present: John Cash, Cynthia Fritz, Katie Hubbard, Deborah Perkins, Diana Quigg, Yvonne Powell, Don Stormer, and James Moreno. Members Excused: Linda Carmona, Eliose Fogg, Gilbert Ortiz, and Pat Shellenberger. Guests and Visitors: Lynn Ward Gray – City Comm., Susan Buckley (BCPS), Dr. Linda Hicks (BCPS), Bernard Brown (BCPS), Kellie Thomas (BCPS), Greg Gouss (BCCF), Stacey Wines (BCCF), and Dennis McKinely – BC Inspections Supervisor. ADDITIONS AND DELETIONS TO THE AGENDA: Chair asked that we change the Agenda to have our visitors present before the Committee and Staff reports. A motion was made by Diana and seconded by Don. The motion was passed by all. The Battle Creek Community Foundation presented a workshop on how to apply for a Neighborhood Mini-Grant. The 3 grants that we are able submit was highlighted. All members present are now qualified to write and submit a Neighborhood Grant. Our Vice-Chair Diana will be taking the lead on submitting a Mini-grant and all members will be asked to participate. The team also shared information on other grant opportunities that were available to the community at large. Battle Creek Public Schools presented an overview on the May 7th Millage Election. This millage is called the Sinking Fund and this millage covers the cost of maintenance on all Battle Creeks schools. They encouraged all members to get out and vote. They noted that this was not a tax increase, but a continuation of what has been in place for 50+ years. After thanking our guests we moved back to standard agenda. APPROVAL OF MINUTES: Motion to approved April minutes. was made by Don and seconded by Diana. Motion was approved. CORRESPONDENCE AND ANNOUNCEMENTS: • Don’t forget to Vote on May 7th for the BCPS Sinking Fund Millage. • Ward 2 Town Hall Mtg. – “Keeping you Informed” May 30, 6:00 p.m.-8:00 p.m. at Macedonia Missionary Baptist Church, 638 W. Van Buren – RSVP 269-830-2456. • Prayer Breakfast – May 7th at the Kellogg Arena at 7:25 a.m. with Keni Thomas as the keynote speaker. • Town Meeting on Michigan Roads is being held at Burnham Brook on May 8th from 6:30 – 8:30 p.m. Sponsors are the Republican, Tea Party and various other groups. COMMITTEE AND STAFF REPORTS: Police and Code: Dennis distributed the Police and Code reports. The Police were not in attendance. Dennis will take any issues for the Police and pass them on. The bus stop on West Kingman was temporarily moved to East Kingman – A question was asked as to how long it will be there? Kudos were given to the street cleaners as they have been through the neighborhood this Spring. The following Police and Code issues was reported: • 221 E. Kingman – Front Yard Parking (Black Ford F-150). Also, a question for Code as it was thought the house was a foreclosure. • 291 Main Street – tenants are using adjacent vacant lot for parking. Planning: None Beautiful Battle Creek Award: Cindy reported that we have one address that will be presented at the May City Commission meeting. She also presented 125 East Kingman as a nomination for June. Yvonne made a motion to present this address as a nominee and it was seconded by Diana. Motion was approved. Remember, If you see a property that should be awarded please take note of the address and bring to next meeting or call an officer. Membership: None. COMMISSIONER COMMENTS: Comm. Lynn Ward-Gray reported the following resolutions will be will be on the agenda: Resolutions for Interim City Attorney as the City Attorney was retiring and Take Home Vehicles. 18 members will be appointed to the revived Youth Advisory Board, Addressing Collection Bins around the city and discussion on the FAA Tower – still waiting for official word about the funding situation. The NPC report by NIBC came out in today’s Shopper. Keeping you Informed on AccessVision will be addressing the City Budget. May 14th is the next Budget Workshop at the City Maintenance Bldg. There was discussion on the Kellogg Arena $3.4 million upgrade. A workshop on Special Use Permits will be in the future. Battle Creek Public Schools: Move to the front of the Agenda. Dr. Hicks stated that starting this Fall we will have representation from the BCPS. OLD BUSINESS: None NEW BUSINESS: James to contact Waste Management for a presentation on their Recycling Program. MEMBER COMMENTS: Debra reported on the Community Garden. The Post Foundation will again be buying all the plants and that Post Cereal Plant will be paying and installing a pump system so that there will be water. A tentative day of May 29th has been set for planting. Once everything is finalized Debra and Cindy will contact all with the details. Question was asked if anyone knew what was to become of Neighbors For Change.
