POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL
Thursday, Sep 5, 2013
7:00 p.m.
The Chair James Moreno called the meeting to order at 7:00 p.m. at CA Board Room.
ATTENDANCE:
Members Present: Linda Carmona, John Cash, Cynthia Fritz, Deborah Perkins, Diana
Quigg, Yvonne Powell, Don Stormer, Pat Shellenberger and James Moreno.
Members Excused: Katie Hubbard, Eliose Fogg, and Gilbert Ortiz.
Guests and Visitors: Susan Baldwin, Mayor – City Comm., Elizabeth Fulton, Vice
Mayor – City Comm., Sherry Sofia – City Comm., Lynn Ward Gray – City Comm., John
Kenefeck, Tanas Geleff, Pamela Geleff, Dean Newsome, Jim Baldwin.
ADDITIONS AND DELETIONS TO THE AGENDA: None.
APPROVAL OF MINUTES: Motion to approved June was made by Diana and seconded by
John. Motion was approved.
CORRESPONDENCE AND ANNOUNCEMENTS:
• Sep 14 – Calhoun County Fall Electronic Recycling – 10-1 at the Toeller Bldg.
• B-Cats bulletin was distributed.
• Post/Franklin Community Garden had a successful season. They will have
planning meetings during the late fall and winter for next year. If you are
interested – contact Cindy or Debbie.
COMMITTEE AND STAFF REPORTS:
Police and Code: Code and Police Representatives were not in attendance; James
distributed the Police and Code reports.
The following Police and Code issues were reported:
• Code – 797 E. Michigan – need status
• Police – 427 Main St. – questionable drug ctivities – needs monitoring.
Planning: None
Beautiful Battle Creek Award: The following two properties were nominated for BBC
Award. 35 and 60 Greble St. Motion was made by Diana and seconded by Debbie.
Motion was passed. A picture from the shopper was shared of the award given to
the Post Foundation for the Post/Franklin Community Garden.
Membership: None.
COMMISSIONER COMMENTS: Mayor Baldwin reported they have had busy agenda’s lately,
which include the Adoption of Anti-Discrimination, Introduction of Drop Box
Collection Ordinance, Introduction of Pawn Shop/Gold Buyers, a tax abatement for
Cosma. Question was brought up about the temporary bus route on the Main/Kingman
route. John K. raised a question on an old issue of raising taxes. Fall-into-
Arts is Oct 18 from 5-9, downtown, for more events visit
www.battlecreekdowntown.com for more information. Comm. Gray reminded all of her
“Keeping You Informed” on Accessvision on Wed. at 6:00 pm.
Battle Creek Public Schools: None.
OLD BUSINESS: Diana talked about the Neighborhood Grant Application to address
small code issues for residents. She passed around a sign-up sheet. It was
decided a sub-committee should be put together to decide the project we want to
address.
NEW BUSINESS: James announced that in Oct a nomination committee needs to be
selected for Nov elections.
James allocated 3 minutes to each candidate for commissioner to give their
platform and 5 minutes for questions/answer. The following candidates were
present: Dean Newsome, Lynn Ward Gray, Sheri Sofia, John Cash, John Kenefeck.
MEMBER COMMENTS: Don announced that the Sexual Assault Service is looking for
advocates and you can contact Don for more information. Pat reported that Oakhill
Cemetery will have Gravesite presentations Sep 16th. Cindy voiced her
disappointment of the City Manager getting a raise and stated that the commission
was a group of 9 and the City Manager is accountable to them. Chair voiced his
disappointment in how Police selectively enforce front yard parking and how the
City has done little to enforce this ordinance. Why do we have ordinances on the
books if we are not going to enforce them? It would probably be better to take
them off of the books and eliminate the expectation that they are to be enforced.

Thanks were given to Elizabeth Fulton for her service as a commissioner and for
being there for NPC#1.
Public COMMENTS: A past issue from the paper was brought up.

Meeting was adjourned at 8:33 p.m.
