POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday, Dec 5, 2013 7:00 p.m. The Chair James Moreno called the meeting to order at 7:00 p.m. at CA Board Room. ATTENDANCE: Members Present: Linda Carmona, John Cash, Cynthia Fritz, Katie Hubbard, Deborah Perkins, Yvonne Powell, Diana Quigg, and James Moreno. Members Excused: Eliose Fogg, Pat Shellenberger, and Don Stormer. Guests and Visitors: Lynn Ward Gray – City Comm., Andy Helmboldt – City Comm., Dennis McKinley – Code Compliance Administrator -City of BC, Ofc. Trevor Galbraith – BCPD, Dr. Linda Hicks – BCPS Superintendent, Nieka Daniel – Franklin Elem. Principal, BCPS, Cathiern Chirbas, John Hennink, Ginger Dowdle – Creating Change, Angel Mosky – Creating Change ADDITIONS AND DELETIONS TO THE AGENDA: None. APPROVAL OF MINUTES: Correction to Nov. minutes – BBC Award was recorded as 802 East Kingman and should have been 802 East Michigan. Motion to approved Nov minutes with the change was made by Diana and seconded by Linda. Motion was approved. CORRESPONDENCE AND ANNOUNCEMENTS: • Pat and Cindy brought Holiday goodies for all to enjoy. • Drop off Your Unwanted Tires at Horizon Unlimited Environmental on Dickman Road - $1.00 for cars, SUVs, Pickp-ups and Semi tires $3.00. For more info call 402-770-1734 • EDGE program still looking for applicants call Casey Holbrook 660-1411. • Historic District Meeting was cancelled for Dec 9. • Shop With A Cop is scheduled for Dec 14th and they are looking for volunteers. COMMITTEE AND STAFF REPORTS: Police: Police report was distributed. Officer Galbraith addressed the police issues. He has been following up on the issues reported from the Nov meeting. He has been monitoring the speeding issues on Taft. Code Compliance: Dennis distributed the Code. Whitley Funeral Home is still in the process of obtaining all permits in order to open their facility. It was reported that the burned apartment building on Willow will be boarded in 72 hrs. 25 Warren will on the Dangerous Building list early Jan. Victory Lane on Main Street is also on the Dangerous Building list and moving towards demolition in 2014 if there are no complications and funds are available. The following Code and Police issues was reported: Police: • A question about the new business Red Tomato on Main Street selling adult paraphernalia. Is it a City issue or an Emmett Township issue? Individual was informed it is an Emmett Township matter and she should contact the Township Supervisor along with Code person; names of each were given to her to assist making contact. She was asked to keep the Council updated on the outcome. • Drivers not stopping at the Taft and East Kingman intersection. Code: • 17 E. Kingman – yard waste not picked up; requested Dennis have Jason follow up on this with Waste Management. • 457 Main – inspection of possible rental. • 31 Post – Van with Second Chance insignia on it has been frequenting this residence – Question as to what is going on, as Second Chance is an organization out of Detroit. (neighbors have seen an increase of residents at this address). Angel Mosky stated she would look into this as she had contacts in the Detroit area and would get with the neighbor. Planning: None Beautiful Battle Creek Award: There were no nominations. If you see a property that you feel deserves a BBC Award you may nominate that property, all that is required is the address. The council will then vote and the address is submitted to City Neighborhood Planning Office who will then proceed with the issuing the Award. Note – once we submit the addresses the City takes control of the process and we have no say when an address will be awarded. If any member should have a question regarding an address that was submitted they need only ask and the inquiry will be made to the City and the outcome will be documented in the minutes. The update below is provided so that all have a record of what has been processed and what is pending. Note, city caught the 802 East Kingman mistake and shared that they had corrected it reflect 802 East Michigan. Dec – 20 Greble Jan – 222 Cliff St. Feb – 802 East Michigan Mar – 451 Main Street. The following properties were awarded in previous months in 2013: Nov – 38 James Oct – 35 Greble Sep – (See Aug) Aug – 185 Cliff and Post/Franklin Community Garden Jul – 27 Greble Jun - 125 E. Kingman May – 56 Willow Membership: James recognized visitors. COMMISSIONER COMMENTS: Commissioners reported on the presentations that were given to the Commission by CitiLink, Global Food Protection and Waste Management. Binder Park Golf Course budget was approved. Demo was approved for the building downtown next to Heritage Tower. The city’s new Communication Specialist position starts Dec 8th. City Commission will be attending a retreat after the 1st of the year to help them in setting goals and plans. Parks/Rec to have an open house Dec 11th from 5:30 pm – 7:30 pm. Keeping You Informed to air Dec 17th on AccessVision, channel 17. Battle Creek Public Schools: Nieka Daniels, Principle of Franklin Elementary reported that they are actively engaging the city in their daily activities at the school. Franklin is working with BC Pulse to find common understanding of needs by all school, parent and child). It was announced that the School Board approved a name change of Franklin School to Post-Franklin School. Changing the name on school and signage timeline will be determined by the School Board. Chair noted that we had an open invitation from the Principle of the Math and Science Center to host one of our meetings there; this would be a task for the incoming Chair to address nest month. OLD BUSINESS: Diana announced that she will be contacting the sub-committee with the date of their first meeting. NEW BUSINESS: Dr. Hicks talked about the bullying policies for BCPS. Being proactive and having positive behavioral outcomes is critical to all. Sincere efforts have been made in the last couple of years that have improved the ways in which BCPS addresses bullying. The overall success is the result of engaging Parents/Students/Teachers/administrators. This holistic process is what will ensure we are all working together and ensuring the issue is properly addressed. One of the turning points was the development of small groups consisting of Students and Teachers with an emphasis on being Pro-Active. BCPC is also collaborating with Lakeview schools. Dr. Hicks shared that if anyone had a question or concern, they should feel free to contact her and she would reply typically within 24-48 hours. It was a good discussion all around and Dr. Hicks answered questions from the council and visitors. MEMBER COMMENTS: Diana to schedule Sub-Committee meeting. The Chair thanked all for attending and wished them a safe and happy holiday. PUBLIC COMMENTS: Question on the mapping process of the wards. Various question on the NPC’s and how NPCSs and wards 1 and 3 can work together. ADJOURNMENT: Meeting was adjourned at 8:35 p.m. Merry Christmas and Happy New Years to all.
