POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL
Thursday, January 2, 2014
7:00 PM
The Chair Diana Quigg called the meeting to order at 7:00 p.m. at CAA Board Room.
Attendance:
Members Present: John Cash, Cynthia Fritz, Deborah Perkins, Yvonne Powell, Pat Shellenberger,
Diana Quigg and James Moreno.
Members Excused: Linda Carmona, Eloise Fogg, Katie Hubbard, and Don Stormer.
Guests and Visitors: Dennis McKinley – Code Compliance Administrator
Additions and Deletions to the Agenda: None
Approval of Minutes: Motion to approve the December minutes was made by Jim and seconded by
John. Motion was approved.
Correspondence and Announcements:
• Battle Creek Area Transportation Study flyers were passed out
COMMITTEE AND STAFF REPORTS:
Police: Police Report was distributed by Dennis McKinley.
Code Compliance: Dennis distributed the Code report. It was reported that 42 Echo the windows
shall be secured.
The following Code and Police issues were reported:
Police:
• 92 Main Street was issued a civil infraction.
Code:
• 92 Main Street – Police and Building Inspector were there. At this time they have 30 days to
be in compliance.
• 125 Highway will be checked on.
• 1580 W. Michigan Ave was demolished
• Petro Pantry E. Michigan Ave will be going on tear down list
• Victory Lane is on tear down list
• 291 Main St. – Christine Schauer property supposed to be greened. Using secondary
driveway for parking
Planning: None
Beautiful Battle Creek Award: There was a nomination for 55 Vale Street. There was a Motion
made by Deb and seconded by Yvonne. Motion approved. If you see a property that you feel deserves
a BBC Award you may nominate that property, all that is required is the address. The council will
then vote and the address is submitted to City Neighborhood Planning Office who will then proceed
with the issuing of the Award. Note – once we submit the addresses the City takes control of the
process and we have no say when an address will be awarded. If any member should have a
question regarding an address that was submitted they need only ask and the inquiry will be
made to the City and the outcome will be documented in the minutes. The update below is
provided so that all have a record of what has been processed and what is pending.

Membership: Diana recognized guest.
COMMISSIONER COMMENTS: No Commissioners came to meeting. Weather was bad.
Battle Creek Public Schools: No representative present.
OLD BUSINESS: Diana scheduled sub-committee meeting for Jan 8, 2014. Meeting was cancelled
due to weather and sub-committee met on Jan 14, 2014 at 5:30 p.m. at Neighborhoods Inc., regarding
grant funding and holding a spring cleanup for the Post/Franklin neighborhood.
NEW BUSINESS: Diana contacted Luke Perry, Principal at the Mathematics and Science Center and
we will be having our February Meeting at 171 W. Michigan Ave., Battle Creek, MI 49017 as well as
a tour of the new building.
Member Comments: There were suggestions made that the NPC have some Do It Yourself
workshops with Lowes, Menards and Landscape Contractors to help our neighborhood out.
Public Comments: Dennis McKinley mentioned that Susan Bedsole had gone to the State
Legislature on possible incentives regarding tax sales and not investing in property. It was also
reported that Wayne Wiley and retired Fire Chief Hausman had done a Environmental Impact Study.
Dennis also mentioned that Community Builders may be coming back. Dennis also passed out
applications for two (2) vacancies on the Housing Board of Appeals.
Adjournment: Meeting was adjourned at 8:05 p.m.
