Neighborhood Planning Council 1 - Post-Franklin

POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday, April 3, 2014 7:00 PM The Chair Diana Quigg called the meeting to order at 7:00 p.m. at CAA Boardroom Attendance: Members Present: John Cash, Cynthia Fritz, Pat Shellenberger, Yvonne Powell, Katie Hubbard, Diana Quigg and James Moreno. Members Excused: Deborah Perkins, Linda Carmona and Eloise Fogg. Guests and Visitors: Dennis McKinley - Code Compliance, BCPD Officer - Mr. Hegelmann, Terris Todd - County Commissioner, Sam Gray, Linda Morrison - Leadership Challenge/BC Chamber of Commerce and Ramon Rangel. Additions and Deletions to the Agenda: John Hennink came to our previous March meeting and talked about having 162 members on his planning council. Approval of Minutes: Motion to approve the February and March minutes was made by Cindy and seconded by Pat. Motion was approved. Correspondence and Announcements: It was announced that April 26th is the KCC Recycle-rama and they are having tire pick up as well and that runs from 9:00a - 1:00p. Jim's flyer was passed around regarding our spring clean up. It was also announced that there will be a celebration at Post-Franklin School on June 4th. COMMITTEE AND STAFF REPORTS: Police: Police Report was distributed by Officer Hegelmann who is our new officer for the NPC. Code Compliance: Dennis distributed the Code report. It was reported that property surveys and code violations have started and will go at least through October. The following Code and Police issues were reported: Police: • Parking in streets while picking up children from Post Franklin school. • 21 E. Kingman - lots of activity going on all hours of day and night. • Main St. and E. Kingman on curve is an accident potential. Code: • 15 Post - Cadillac, Sebring and Ford for front yard parking. • 21 E. Kingman - new renters and it was reported there is a lot of activity of people coming and going at all hours of the night. • 202 Main Street will be demolishing in May • 415 Main Street - white neon parking in front yard and there is a Dodge pickup that is an unlicensed vehicle sitting there. • 390 E. Michigan - will be demolishing in May. • 25 Warren - going through process of dangerous building Planning: None Beautiful Battle Creek Award: There were no nominations this month. If you see a property that you feel deserves a BBC Award you may nominate that property, all that is required is the address. The council will then vote and the address is submitted to City Neighborhood Planning Office who will then proceed with the issuing of the Award. Note – once we submit the addresses the City takes control of the process and we have no say when an address will be awarded. If any member should have a question regarding an address that was submitted they need only ask and the inquiry will be made to the City and the outcome will be documented in the minutes. The update below is provided so that all have a record of what has been processed and what is pending. Membership: Diana recognized guests. Motion was made by Jim and seconded by Cindy to accept the resignation of Don Stormer. Motion was approved. COMMISSIONER COMMENTS: Lynn Ward Gray informed us there is a Budget Workshop on April 29, 2014 from 5:30 - 9:30p. April 22 there will be a meeting for the Youth Alliance and the City Manager Search Committee has started it's search for the new city manager. Calhoun County Commissioner Terris Todd announced he is running for State Representative and came to observe our NPC meeting. Battle Creek Public Schools: None OLD BUSINESS: Our sub-committee will meet on April 9, 2014 at 5:30 p.m. at Neighborhoods Inc., to set the date for our spring clean up for the Post/Franklin neighborhood the beginning of May. NEW BUSINESS: Linda Morrison, Assistant City Manager and representing the Leadership Community Project with the Battle Creek Chamber of Commerce is looking for input regarding parks, playgrounds and more Member Comments: Jim and Cindy were talking with Dennis McKinley about a machine they use in Grand Haven that cleans sidewalks and has multiple uses. Public Comments: Sam Gray announced he was working with Bill Phillips on a Leadership Symposium and starting collaborations with the other NPC's. Sam also announced that on May 29th at 6:00p there would be a meeting at the Macedonia Community Church and that late summer there would be a block party.
