POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL
Thursday, December 4, 2014
7:00 PM
The Chair Diana Quigg called the meeting to order at 7:00 p.m. at CAA Boardroom
Attendance:
Members Present: Cindy Fritz, John Cash, Yvonne Powell, Diana Quigg, Linda Carmona, Eloise
Fogg and James Moreno.
Members Excused: Deborah Perkins, Pat Shellenberger and Katie Hubbard.
Guests and Visitors: Lynn Ward Gray - Battle Creek City Commissioner, Sgt. M. Wood and Thomas
Wirebaugh - BCPD.
Additions and Deletions to the Agenda: None .
Approval of Minutes: Motion was made by Jim Moreno and seconded by Cindy Fritz. Motion
carried and minutes for June and November were approved.
Correspondence and Announcements: City Commissioner Lynn Ward Gray announced that the
12/2/2014 was scheduled for 12/16. Also that the Consolidated Plan was released today and we went
over it. at the meeting as well as the NPC Dissolution Draft.
Code Compliance: No code officer. No one distributed the Code report.
The following Code and Police issues were reported:
Police:
• 81 Cliff St - Party store acting like sidewalk is parking place -act like roadway goes across
curb. Police will talk to owner about issue. Also was asked to call Chris Dopp at city,
• 120 Academy St - drug dealing and usage
• Newark - cars speeding and driving wrong way - still parking in no parking zone. Blocks
people who live on the street can't get down the road.

Code:
• Both E. and W. Kingman - both front yard and sidewalk parking
• 93 Grenville St - Status update -house boarded and abandoned.
• Between 17 and 20 E. Kingman - kids hanging out
• 180 Grenville - safety issue - car on jacks and all 4 tires are missing.
Planning: None
Beautiful Battle Creek Award: There will be at least 1 in January.
If you see a property that you feel deserves a BBC Award you may nominate that property, all that is
required is the address. The council will then vote and the address is submitted to City Neighborhood
Planning Office who will then proceed with the issuing of the Award. Note – once we submit the
addresses the City takes control of the process and we have no say when an address will be awarded.
If any member should have a question regarding an address that was submitted they need only
ask and the inquiry will be made to the City and the outcome will be documented in the minutes.
The update below is provided so that all have a record of what has been processed and what is
pending.
Membership: Diana recognized guests. No other membership
COMMISSIONER COMMENTS: Lynn Ward Gray - The City Commission is looking at a
prevailing wage resolution. Lynn reported that Michigan Inc. - old site - Behnke Corporation will be
cleaning up. Also for The Leadership Challenge proclamation - each class has own goals. The City
Manager will be on Lynn's talk show about plowing issues, snow events and weather alerts. Lynn let
us know that the Mayor will be holding office hours 2 days a week. "What's brewing in Battle Creek"
there will be a coffee hour in each ward. Ward 3 will be at Addington Hills Cafe. Lynn also let us
know that Battle Creek Vision will be holding a seminar on jobs, culture and vitality. Lynn will check
out the Binder Park Golf range and find out if it is city supplemented.
Battle Creek Public Schools: None Melissa Cartellan the secretary of the school will be in for
January.
OLD BUSINESS: None
NEW BUSINESS: Chris Lussier and Helen Guzzo have been invited to go over the Consolidated
Plan. Battle Creek Police Department was asked to give a presentation on crime prevention for our
February meeting.
Member Comments: We need to contact Bill Phillips for a possible mail campaign to increase our
membership.
