POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL

7:00 PM
The Chair Diana Quigg called the meeting to order at 7:00 p.m. at CAA Boardroom
Attendance:
Members Present: Cindy Fritz, Pat Shellenberger, Yvonne Powell, Diana Quigg and James Moreno.
Members Excused: Deborah Perkins, John Cash, Linda Carmona, Eloise Fogg and Katie Hubbard.
Guests and Visitors: Krista and Amy - Calhoun County Land Bank Authority and Tom Wirebaugh -
BCPD.
Additions and Deletions to the Agenda: None .
Approval of Minutes: No minutes approved since we had no quorum. Minutes will have to be
approved for December and February at the next scheduled meeting.
Correspondence and Announcements: It was announced that there will be a meeting February 26th
from 6:30-8:30 at the Department of Public works for NPC'S 1-4 regarding discussions about targeting
the high crime areas in the 4 NPC's.
• 83 Lathrop - Breaking and Entering into neighborhood home.
• Police let us know there are 15-19 year olds that were arrested for burglaries and that the
crimes had no numbers and that there were numerous crimes involved in the Post Addition.
Code: Jason Francisco had a discussion on snow removal and how it works
• 46 Oak St - Unboarded, open and accessible empty property
• 87 High St - Unboarded, open and accessible empty property
• 66 E. Kingman - Unboarded, open and accessible empty property
• 94 Warren - Unboarded, open and accessible empty property
• 120 Academy St - no rental permit. Goes back in front of judge
• 21 E. Kingman - Are people still there?
• 93 Grenville - Owner lives in Singapore and is still paying the taxes on house
• If there are cars in road after a snow emergency - code can issue tickets
Planning: None
Beautiful Battle Creek Award: There were no nominations this month.
If you see a property that you feel deserves a BBC Award you may nominate that property, all that is
required is the address. The council will then vote and the address is submitted to City Neighborhood
Planning Office who will then proceed with the issuing of the Award. Note – once we submit the
addresses the City takes control of the process and we have no say when an address will be awarded.
If any member should have a question regarding an address that was submitted they need only
ask and the inquiry will be made to the City and the outcome will be documented in the minutes.
The update below is provided so that all have a record of what has been processed and what is
pending.
Membership: Diana recognized guests. William Hazel expressed an interest in joining our NPC.
COMMISSIONER COMMENTS: None. No commissioners present.
Battle Creek Public Schools: None
OLD BUSINESS: None
NEW BUSINESS: Amy Wallace-Robinson and Krista Trout-Edwards from Calhoun County Land
Bank Authority gave us an overview about how the program works and a couple of program
informational brochures about their Side Lot Program and the Mow & Maintenance Program for
anyone interested in earning some spare cash over the summer. Chris Lussier and Helen Guzzo have
been invited to go over the Consolidated Plan for our March meeting.
