POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday, March 5, 2015 7:00 PM The Chair Diana Quigg called the meeting to order at 7:00 p.m. at CAA Boardroom Attendance: Members Present: Cindy Fritz, Pat Shellenberger, Yvonne Powell, John Cash, Diana Quigg and James Moreno. Members Excused: Deborah Perkins, Linda Carmona, Eloise Fogg and Katie Hubbard. Guests and Visitors: Chris Lussier - City of Battle Creek Community Development, William Hazel, Andy Helmboldt - City Commissioner, Jason Francisco - Code Compliance, Jason Hancotte and Sgt. Tony Perin - BCPD. Additions and Deletions to the Agenda: None. Approval of Minutes: Motion was made by Jim Moreno and seconded by Cindy Fritz that December and February minutes be approved. Motion carried. Correspondence and Announcements: It was announced that there will be a meeting March 19th from 6:30-8:30 at the Department of Public works for NPC'S 1-4 regarding discussions about targeting the high crime areas in the 4 NPC's. All members are invited and encouraged to attend. COMMITTEE AND STAFF REPORTS: The following Code and Police issues were reported. Police: Jon Hancotte handed out the crime report. • No issues for police. • Police let us know about all the property damage in the Franklin area. Code: Jason Francisco handed out the code report. • 108 E. Kingman - Front Porch collapsed on one side • 17 E. Kingman - Troxel out shoveling ice and snow • Jason is writing tickets for snow removal Planning: None Beautiful Battle Creek Award: There were no nominations this month. If you see a property that you feel deserves a BBC Award you may nominate that property, all that is required is the address. The council will then vote and the address is submitted to City Neighborhood Planning Office who will then proceed with the issuing of the Award. Note – once we submit the addresses the City takes control of the process and we have no say when an address will be awarded. If any member should have a question regarding an address that was submitted they need only ask and the inquiry will be made to the City and the outcome will be documented in the minutes. The update below is provided so that all have a record of what has been processed and what is pending. Membership: Diana recognized guests. William Hazel wants to attend our NPC meetings and is not interested in joining the NPC at this time. COMMISSIONER COMMENTS: Andy Helmboldt - City commissioner advised us that Rebecca Fleury the City Manager is 6 months in to the job and is doing great. Andy also told us there is a new evaluation system in place. He also informed us there is a new set up for 2 City Assistant Managers. One is for Level Operations and the other is for Community Management and Development. Mayor Deb Owens is setting up a Blue Ribbon Committee and anyone interested in volunteering may contact her for more information. Battle Creek Public Schools: None OLD BUSINESS: None NEW BUSINESS: Chris Lussier from City Development Department handed out a copy of 2014 Public Engagement Report and how the Consolidated Plan for 2015-2019 was made. Chris also passed out the budget and gave us an overview about how the information was assembled. The full Consolidated Plan will not be available until April 2015. Member Comments: Cindy asked that we have no speaker next month and that we take the time to go over the overlays and other information on targeting crime in our neighborhood.
