POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL
Thursday – February 4, 2016
Chair Diana Quigg called the meeting to order at 7:00 p.m. at CA Board Room.
Attendance:
Members Present: Cindy Fritz, James Moreno, Yvonne Powell, Diana Quigg and John Cash. Linda Carmona and
Pat Shellenberger via phone.
Members Excused: Katie Hubbard
Guest and Visitors: Matt Miller – BC Water Division, Officer Burke – BCPD, Sgt. Todd Elliot – BCPD, La Mar

Additions and Deletions to the Agenda: None
Approval of Minutes: Motion was made by Jim and seconded by John that January minutes be approved. Motion
carried. (Linda Carmona and Pat Shellenberger was on telephone conference call.)
Correspondence and Announcements:
Historic District Commission meeting is at 4:00 pm in City Commission Chambers, February 8, 2016.
Zoning Board of Appeals meeting is at 4:00 pm in City Commission Chambers, February 9, 2016.
The Signal from Battle Creek Area Transportation Study (BCATS) was distributed by Diana.
City conversation with the City Manager, Fire Chief, and Commissioners with citizens of NPC#1 on the closing of
Station #3. Location and time to be determined, but the date is tentatively scheduled for March 8.
Committee and Staff Reports:
Police: Officer Thomas Burke distributed the Crime Report. Sgt. Elliott was also in attendance. From the
conversation of speeding within the Post/Franklin neighborhoods the traffic signs should be moved to within the
area by late winter/early spring. These are similar to the one on Riverside. A question about larcenies was asked
and we are about the same. It was reported that the Irving Park area has seen an increase. Jim thanked the Police
for the enforcement at 423 Main St. front yard parking.
Code: Tommy Engels distributed the Code Report. He had a flyer from the City Clerk’s office. They are looking
for Election Workers. For more information you can call the Clerk’s office at 269-966-3348 or online at

The following issues were reported:
102 High St. – Front yard parking
17 E. Kingman – Junk. They are going to court for Junk and Trash
58 Jericho – Rental Inspection
58 Euclid – inoperative vehicles – it was reported that they are in court process.
Beautiful Battle Creek Award: None
If you see a property that you feel deserves a BBC Award you may nominate that property, all that is required is the
address. The council will then vote and the address is submitted to City Neighborhood Planning Office, who then
proceed with the issuing of the Award. Note – once we submit the addresses the City takes control of the process
and we have no say when an address will be awarded. If any member should have a question regarding an
address that was submitted they need only ask and the inquiry will be made to the City and the outcome will
be documented in the minutes.

Commissioner Comments:
Comm. Flores updated on the latest happenings of the commission. They approved the closure of 3 crossings for
Quiet Zone. The annual Transit Grant was reviewed. They are having a problem with the Main and Post route as
Taft and Bonneta St. are no longer viable roads and Main Street Market’s parking lot is having issues due to the
buses weight. Ethic and Rules committee meeting is scheduled for Feb 10. Master Plan meeting is being held at the
Kool Community Center (Burnham Brook) on Thursday, Feb 18th at 6:30 pm. Commissioner Gray’s next Keeping
You Informed is about the upcoming Elections.
Fire:
Lt Mingle informed us that Station #3 assisted Emmett Township Fire Department with the fire at the former Dexter
Lake apartment complex. Fire Station #3 Preservation Committee will be attending the community forum.
Old Business: None
New Business:
Matt Miller of the Water Department reported that the Lead and Copper levels in our water were well within the
EPA standards. The city is at 40% complete with installing new radio metering. To raise meters in pits that are in
older homes cost between $300 - $600.
David Kemp informed us that Agape Ministries and BCCF are sponsoring a community speaker Jaylen Bledsoe. He
is a 17 year old entrepreneur. This will take place at the WK Kellogg Auditorium March 8th at 7:00 pm.
Members Comments: Jim reminded everyone of the upcoming Community discussion of Station #3.
Public Comments:
William reported that the Neighborhood Flag at the corner of West Kingman and Taft needs to be removed as it is
flapping in the wind,

The Chair Diana Quigg called the meeting to order at 7:00 p.m. at CAA Boardroom
Attendance:

Fogg and James Moreno.
Members Excused: Deborah Perkins, Pat Shellenberger and Katie Hubbard.
Guests and Visitors: Lynn Ward Gray - Battle Creek City Commissioner, Sgt. M. Wood and Thomas
Wirebaugh - BCPD.
Additions and Deletions to the Agenda: None .
Approval of Minutes: Motion was made by Jim Moreno and seconded by Cindy Fritz. Motion
carried and minutes for June and November were approved.
Correspondence and Announcements: City Commissioner Lynn Ward Gray announced that the
12/2/2014 was scheduled for 12/16. Also that the Consolidated Plan was released today and we went
over it. at the meeting as well as the NPC Dissolution Draft.
Code Compliance: No code officer. No one distributed the Code report.
The following Code and Police issues were reported:
Police:
81 Cliff St - Party store acting like sidewalk is parking place -act like roadway goes across
curb. Police will talk to owner about issue. Also was asked to call Chris Dopp at city,
120 Academy St - drug dealing and usage
Newark - cars speeding and driving wrong way - still parking in no parking zone. Blocks
people who live on the street can't get down the road.
Code:
Both E. and W. Kingman - both front yard and sidewalk parking
93 Grenville St - Status update -house boarded and abandoned.
Between 17 and 20 E. Kingman - kids hanging out
180 Grenville - safety issue - car on jacks and all 4 tires are missing.
Planning: None

Membership: Diana recognized guests. No other membership
COMMISSIONER COMMENTS: Lynn Ward Gray - The City Commission is looking at a
prevailing wage resolution. Lynn reported that Michigan Inc. - old site - Behnke Corporation will be
cleaning up. Also for The Leadership Challenge proclamation - each class has own goals. The City
Manager will be on Lynn's talk show about plowing issues, snow events and weather alerts. Lynn let
us know that the Mayor will be holding office hours 2 days a week. "What's brewing in Battle Creek"
there will be a coffee hour in each ward. Ward 3 will be at Addington Hills Cafe. Lynn also let us
know that Battle Creek Vision will be holding a seminar on jobs, culture and vitality. Lynn will check
out the Binder Park Golf range and find out if it is city supplemented.
Battle Creek Public Schools: None Melissa Cartellan the secretary of the school will be in for
January.
OLD BUSINESS: None
NEW BUSINESS: Chris Lussier and Helen Guzzo have been invited to go over the Consolidated
Plan. Battle Creek Police Department was asked to give a presentation on crime prevention for our
February meeting.
Member Comments: We need to contact Bill Phillips for a possible mail campaign to increase our
membership.
