POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday – June 2, 2016 Chair Diana Quigg called the meeting to order at 7:00 p.m. at CA Board Room. Attendance: Members Present: Linda Carmona, Cindy Fritz, James Moreno, Diana Quigg and John Cash, Yvonne Powell, and Pat Shellenberger via phone. Members Excused: Katie Hubbard Guest and Visitors: David Kemp – SWMCDC, Tommy Engels – City of Battle Creek Code Office, Kate Flores – City Commission, LaMar Mingle – Fire Station 3 Preservation Committee, Tina Yost, and William Hazel. Additions and Deletions to the Agenda: None Approval of Minutes: Motion for approval of Apr and May Minutes was made by James Moreno and seconded by Cindy Fritz. Motion carried. Correspondence and Announcements: Jul 11 at NPC#5 a debate between Bizon and Haadsma will take place. Consumer Energy meter changes are taking place. 2015 Water Quality Report is available. Annual Council Picnic will be held August 11th at 6pm Post/Franklin Community Garden. Council will provide meat, plates, cups, napkins, and dinner ware. Attendees are asked to bring a dish to pass. Minutes have been sent out from the last NPC Forum. Post/Franklin Community Garden – is planted is opened every Tues/Thu evenings from 5:30 pm – 8:00 pm. If it rains on Tue we meet on Wed – same time as Tuesday. If it rains on Thusday then we meet on Saturday from 11:00 am – 1:00 pm. All are welcomed. Committee and Staff Reports: Police: None as there was no representation from the Police Dept. Code: Tommy Engels distributed the monthly report. He reported that Property Surveys are taking place in NPC’s 1, 4 and 9 this summer. There are lots of properties with weeds and the 14 day mow cycle is in effect. If you have issues with your new recycling container you may call Tiffany Welsh (city of BC) at 966-0712 ext. 1878. The following was reported as demos: 33 Walnut and 115 Marjorie. The following issues were updated: 363 Main St. has numbers (Jim to follow up as this was not the property reported for no numbers), 48 New England has gone back to bank owned and 120 Main St (Old Snickers) will be a workshop/office for a construction business. The follow issue was reported: 255 Main St. – Owner will not identify itself, seems to be squatters living there. A house without running water should not have individuals living in it. City ordinances are clear on this, yet individuals are still there. ISSUW NEEDS FOLLOW-UP AND ACTION BY CITY DEPARTMENT RESPONSIBLE FOR THIS MATTER. Beautiful Battle Creek Award: 162 Greenville, 59 Lathrop, and 51 E Kingman were nominated, motion made to approve Jim Moreno, Second Diana; motion carried. If you see a property that you feel deserves a BBC Award you may nominate that property, all that is required is the address. The council will then vote and the address is submitted to City Neighborhood Planning Office, who then proceed with the issuing of the Award. Note – once we submit the addresses the City takes control of the process and we have no say when an address will be awarded. If any member should have a question regarding an address that was submitted they need only ask and the inquiry will be made to the City and the outcome will be documented in the minutes. Membership: A motion was made James Moreno and seconded by John Cash to accept William Hazel and LaMar Mingle as members. Motion Carried. Commissioner Comments: Kate reported that citizens (especially older ones) can keep their smaller bins. If they decide later you want the larger one you will have to pay a delivery fee. Call Tiffany Welsh at 966-0712 ext. 1878 for more information. The City and Battle Creek Public Schools hosted a forum on school buildings/facilities and the repurposing vacant buildings. Budget process is still in discussion phase. New Business: Tina Yost presented herself as a candidate for Circuit Judge; responsible for Family Court. Old Business: LaMar from the Station #3 Preservation Committee reported that Station #3 has a new carbon monoxide system. Members Comments: Jim stated that although the city budget is tight, funding for SWMCDC is critical to the community and needs to receive some funding. We need to help maintain our positive relationship with SWMCDC and the work they have been doing with NPCs. It was stated that the State of Michigan has neglected roads and basic infrastructure; this has spilled over into City and County as most of the funds to do these repairs comes from state revenue sharing. We need to get better at accountability so that our City infrastructure is better maintained to reduce waste of resources and money – Police and Fire Stations are a good example of not keeping up with our maintenance efforts. Public Comments: Bill stated that he was glad he made it here, even with the train.
