POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday May 3, 2018 Chair Diana Quigg called the meeting to order at 7:02 p.m. at CA Board Room. Attendance: Members Present: James Moreno, Diana Quigg, Jack Childs, Cindy Fritz, John Cash, Linda Carmona and Pat Shellenberger (via phone). Members Excused: Yvonne Powell, Kjersten Priddy-Pastor of Trinity Lutheran, Katie Hubbard and La Mar Mingle Guest and Visitors: Tom Rivera BCPD, Kelly Dillman, BCPD Community Liaison, Tommy Engels, BC Code, Angela Hartung – Cal. County Landbank, Tad McCromb – Battle Creek Engineering Additions and Deletions to the Agenda: Added Angela Hartung - Landbank Approval of Minutes: Motion for approval of April Minutes was made by James and seconded by Diana. Motion passed. It was noted that Linda did not receive her minutes. Correspondence and Announcements: City Spring Clean Up is this first week of May, on your regular scheduled garbage day you can put out additional materials for pick up. May 8th – Zoning Boards of Appeals at 4 pm in City Commission Chambers – on the agenda is the Heritage Tower. Michigan Works Hub – The Open House netted 6 individuals seeking information and assistance with employment. Fallon is working on getting the word out on services available and encouraged Council to spread the word as well. Post/Franklin Community Garden will be opening up middle to the end of May` Planting will be the last week of May. Seeking volunteers to join garden. Police: Officer Rivera reported that there was no report as it is the 1st of the month. Will bring May report to June meeting. He reported that there are a lot of speeders on Nelson and they are going to bring the speed sign in around Lathrop. City is trimming trees to ensure street lights can aluminate the streets and neighborhood. He asked about the truck route letter and council informed him that it was going out. Kingman – car blocking sidewalk Corner of Oakhill and Willow – street light out Kelly reported that the Crime Analysis Review was last Thursday April 27. There will be a 2nd forum as it has good information and they want it to get its fullest review to the neighborhoods. They are looking for applicants to the Explorer Program for ages 14-20. It was reported that NPC#4 was holding a clean-up on Cherry St. this Saturday May 5. Reported that City Clean-up is this week. Saturday May 5 the Calhoun County at the Marshall site was collecting Household Hazardous Waste from 10-12 Beautiful Battle Creek Award: James nominated 37 Taft. A motion was made by Diana and seconded by Jack. Motion passed. If you see a property that you feel deserves a BBC Award you may nominate that property; all that is required is the address. The council will then vote and the address is submitted to City Neighborhood Planning Office, who then proceed with the issuing of the Award. Note – once we submit the addresses the City takes control of the process and we have no say when an address will be awarded. If any member should have a question regarding an address that was submitted they need only ask and the inquiry will be made to the City and the outcome will be documented in the minutes. Membership: Pursuing an individual for membership. Guests were reminded if they are interested in joining council to let Chair or Vice Chair know and we will get a motion to add them to the membership. Commission Comments: None – All commissioners were at a Budget Workshop Battle Creek Public Schools: No representative Old Business: Byrne Grant Kelly reported that there will be 3 sessions for community to gather and discuss ideas that can be considered for Byrne Grant. The process is broken into 3 sessions - Neighborhood Projects Brainstorming is on Monday May 7; The next session is Story Boarding on Monday Jun 4 and the third session is on Grant Application Monday Jun 25, location to be determined. New Business: Angela Hartung of the County Landbank gave a presentation on a new program being marketed. Practical Preservation: For Your House and Our Community. This is a hands-on workshop series designed for homeowners interested in the practical steps to maintain and restore their historic or older home. This is in collaboration with Michigan State Historic Preservation Office (SHPO), BCCF, BC City and MSHDA. You must pre-register for all workshops at battlecreekpracticalpreservation@eventbrite.com. Or you can contact Landbank at 269-781-0777. Tad McCrumb of the BC Engineering Dept. gave a presentation on the upcoming 2018 Street Treatments for NPC#1. A map was distributed for all. Members Comments: James thanked the police and code for all the hard work they have been putting in to the Post/Franklin area. Jack asked the question – “How are we as a community and city dealing with vacant lots?” He would like a conversation will all.
