-POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL- Thursday June 7, 2018 Chair Diana Quigg called the meeting to order at 7:02 p.m. at CA Board Room. Attendance: Members Present: James Moreno, Diana Quigg, Jack Childs, Cindy Fritz, Yvonne Powell, Pat Shellenberger and Linda Carmona (via phone). Members Excused: John Cash, Kjersten Priddy-Pastor of Trinity Lutheran, Katie Hubbard and La Mar Mingle Guest and Visitors: Shawn O’Bryan BCPD, Tommy Engels, BC Code, Commissioners Lynn Ward-Gray and Kate Flores, Heather Pontius Post Foods, Fallon Knox MI Works!, Barbara Travis MI Works! Additions and Deletions to the Agenda: None Approval of Minutes: Motion for approval of May Minutes was made by James and seconded by Jack. Motion passed. Correspondence and Announcements: Diana announced that she and John Cash are officially resigning from the Planning Council effective tonight at the end of the meeting. James will be become the Chair according to the by-laws. We will vote for a new Vice-Chair with open nominations in Sept. Voces will be hosting Family Day & Kermesse on Jun 30 from 12-4 at Riverside Park. Food, Activities, Sports, Zumba, Garage Sale and lots more. Block Party 10 am Juneteenth Family Day Celebration is Jun 15 & 16 at Claude Evans Park Byrne Grant is looking for Ambassador’s for the program. Garden times are Tue and Thu from 5:30 pm to 8:00 pm. Rain date for Tue is Wed and Thu rain date is Sat from 10am-Noon. Police: Officer O’Bryan distributed report along with a Speed Summary Report. Questions arose regarding the data from Speed Summary Report; she answered what she could, but asked that we speak with Officer Rivera regarding our specific questions. Dedicated officer in the area is positively impacting neighborhoods based upon summary report data for 2018. Code: Tommy distributed Code report. A discussion took place on how long the court system process takes. Jack reported he found through the Byrne Grant that NPC#1 is the worst area for blight. Tommy updated us on the following properties: 117 Main St. – old transmission place – identified as a property to be demolished. No date has been set. 319/321 – Pentecostal Church – sand was to be removed from sidewalk and hasn’t will be going to the next step to resolve issue. 189 Jericho/Fence on Highway is okay. We reported noxious weeds along Michigan Ave/Post Park and the RR @ Union. Some of the property is owned by the RR Tommy will investigate. Beautiful Battle Creek Award: James nominated 37 Taft. A motion was made by Diana and seconded by Jack. Motion passed. If you see a property that you feel deserves a BBC Award you may nominate that property; all that is required is the address. The council will then vote and the address is submitted to City Neighborhood Planning Office, who then proceed with the issuing of the Award. Note – once we submit the addresses the City takes control of the process and we have no say when an address will be awarded. If any member should have a question regarding an address that was submitted they need only ask and the inquiry will be made to the City and the outcome will be documented in the minutes. Membership: None. James has a lead on a few people will know more in Sept. Guest were reminded if they are interested in joining council to let Chair or Vice Chair know and we will get a motion to add them to the membership. Commission Comments: Lynn and Kate reported that the Annual Budget passed with no change to the millage rates. The Pop-Up Shops are in place and will be opening soon. BCVision and WKKF have a new initiative to invest in Small Businesses with a 10 million dollar matching grant. Keeping You Informed is on AccessVision with a live tour of public works. June is the Youth Advisory Board. It was reported that 6 of the 20 permits have been given for Chickens…this happened a few days after the commission vote. Battle Creek Public Schools: No representative Old Business: James presented 2 items for Byrne Grant - a Pocket Park on the campus of Community Action which owns the proposed location on Main/Yuba St. Phase 1 is a sidewalk going from Main and through to Yuba. This would include benches and waste cans. If possible in the future, it could include a pavilion, picnic tables and signage. The second possible Byrne Grant would be for a rain garden by Triangle Park on the corner of Main, Willow and Warren with possible signage. There were questions and comments regarding both ideas, for the most part the council and guest felt these were both beneficial ideas for our neighborhoods. A motion was made by Diana and supported by Jack to move forward with these two proposals. Motion passed. New Business: Heather Pontius of Post Consumers Group presented information regarding an event in the Post Addition Saturday, Sep 22 called “Rock the Block” from 10 am – 2 pm. Post Consumers Group along with other non-profits within Battle Creek are partnering in this event; NPC#1 is also a partner. The event will take place at the Post lot on Cliff St, between Marjorie/Lathrop/Nelson. There will be dumpsters for trash, tires, mattresses and shred IT. Rock The Block will have vender booths for non-profits, an Arts/Craft area for kids, and a picnic type lunch. More information to come. There was discussion of the Block Party portion of this event being included in our Byrne Grant proposal. Members Comments: Pat and the council thanked Diana and John for their years of devotion to NPC#1 and wished them well on their new adventure. We also told them that they are welcomed anytime to the meeting in the future. James thanked our visitors and said the council was ready to work with them again as we have done in the past. Public Comments: Michigan Works! Program is going well with 40 participants with about 10 getting employment. Adjournment: Meeting was adjourned at 8:47 p.m. DO NOT FORGET ABOUT THE COUNCIL PICNIC ON THURSDAY, AUGUST 9 AT THE DORIS HALE CENTER. JAMES WILL CALL EVERYONE. WE WILL SUPPLY THE MAIN COURSE.
