Neighborhood Planning Council 1 - Post-Franklin

-POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL- Thursday October 3, 2019 Chair James Moreno called the meeting to order at 7:05 p.m. at CA Board Room. Attendance: Members Present: James Moreno, Cindy Fritz, Fay Washington, John Cash, Pastor Priddy, Yvonne Powell and Linda Carmona (via phone). Members Excused: Pat Shellenberger, Pam Geleff, and LaMarr Mingle Guest and Visitors: Officer C. Haggard PCPD, Tommy Engels - Code, Amanda Rosenberg, MWSW, MI Works, Additions and Deletions to the Agenda: None Approval of September Minutes: Pastor Priddy made motion to approve September minutes and John seconded. Minutes Approved. Correspondence and Announcements: Fire Prevention Week is Oct 6-12, the Battle Creek Fire Department will be hosting its 5th Annual Open House, Sat Oct 12 from 2-4 pm at Station 5 at 1170 W. Michigan Ave. in Urbandale. There will be hot dogs, games, station tours, fire equipment displays and prize drawings. The grand prize will be a fire truck ride to or from school. Students must be age 12 or younger, be present to win, be in the Battle Creek or Lakeview districts and have a parent or guardian available to accompany them on the ride. Jim reported Commissioner Flores shared that question of Direct Elect of Mayor was pushed to the next City Commission meeting in October. 1st Economic Development Town Hall was held and can be seen on AccessVision. Police: Officer Haggard is back on the police force. There was no report as it is the beginning of the month. Cindy asked if we could at least get partial report or even last month’s. Assaults have been high across the City, Police are stretched and are responding to calls based on their priorities. If you See Something – Say Something, please call 911. Jim announced that the Nov 12 Leadership Mtg. we are going to ask Officer Rabbit to attend and intent is try and utilize the momentum established in the 4 neighborhoods under the Byrne Grant to spring board this into the other Planning Councils. The following was reported: We asked that they continue to keep an eye on Kingman East and West, Highway, Jericho, and up to Main St. Individuals are primarily from 21 E Kingman, W Kingman, Euclid, and Highway and congregate at 21 E Kingman and 31 E Kingman. Code: Tommy distributed Code report. He reported he continues to monitor issues in the neighborhood. He reported that there is a Bench Warrant out for the owner of 125/127 Post Ave. At 98 Warren no one is to be living in the house but the owner can work in it from dawn to dusk. The Noxious Weed ordinance goes until the end of October. He reported that the City is updating the Zoning Ordinance and Map Amendment (ZOMA) Rewrite Project. This occurs every 20 years. There are workshops for the public to attend. These workshops are at the Public Works Dept. on Kendall. The dates are Mon-Wed, Oct 7-9. More information can be found at www.battlecreekzoma.com. James shared that this is the public’s opportunity to have input in this matter and encouraged attendees to consider attending these meetings. Especially important are the Tuesday morning Main St. tour and the Wednesday Neighborhood session. Beautiful Battle Creek Award: None. We have a list on file, but want to ensure we recognize individuals for their positive efforts in our neighborhoods. All were reminded that if you see a possible candidate, you need only provide the address, city will do the rest. Homes, business, church, school, or a Non-Profit can be nominated as long as it is within our Council boundaries. The council will then vote and the address is submitted to Community Development who will send forward to City Commission for presentation of the Award. Note – once we submit the addresses the City takes control of the process. If any member should have a question regarding an address that was submitted they need only ask and the inquiry will be made to the City and the outcome will be documented in the minutes. Membership: None. Guest were reminded if they are interested in joining council to let Chair or Vice Chair know and we will get a motion to add them to the membership. Commission Comments: Provided during Correspondence and Announcements. Battle Creek Public School: No representative present. Old Business: A Nomination Committee was selected for the upcoming election of officers in November. A motion was made by John and seconded by Cindy to nominate James, Yvonne and Linda as the members. Motion was approved. Reverend Dr. Bell was to have provided an update on his Byrne Grant project he was planning for the neighborhood at St. Marks. New Business: MIWorks – Ms. Rosenberg announced that an Apprenticeship Readiness Training Program is recruiting for January 2020. This is a great opportunity for those who are interested in a trade position. She also reported that 5 individuals from the neighborhood were employed recently and Post Consumers Brand is open door hiring. Members Comments: None. Public Comments: None.
