POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Doris Hale Facility 100 Green Street Thursday, January 5, 2023 7:00 PM James Moreno called the meeting to order at 7:05 pm at the Doris Hale Facility. Attendance: Members Present: Cindy Fritz, Pamela Geleff, Andre Hoaglin-Jackson, Ryan Hoaglin- Jackson, James Moreno, Yvonne Powell, Faye Washington, Pat Shellenberger Members Excused: LaMarr Mingle, John Cash, Kjersten Sullivan Guests and Visitors: BCPD Officer Kevin Farnham, Tommy Engle, Code Enforcement Additions or Deletions to the Agenda: None Approval of Previous Meeting Minutes: Motion to approve the December 1, 2022 minutes was made by Cindy Fritz, and seconded by Pamela Geleff. Minutes approved. Correspondence and Announcements: 2023 City and Calhoun County Recycle Events. 3/15/2023 – Polystyrene #6 – 150 S Kendal St. Battle Creek at DPW – 3 to 6pm. 4/10/2023 – Yard waste pickup resumes and ends 12/8/2023 4/24/2023 – Household Hazardous Waste, electronics, and appliances, Baily Park 12pm – 5:30pm 5/22-26/2023 Spring Cleanup 9/6/2023 – Polystyrene #6 – 150 S Kendal St. Battle Creek at DPW – 3 to 6pm. 9/11-15/2023 – Fall Cleanup 10/16/2023 - Household Hazardous Waste, electronics, and appliances, Baily Park 12pm – 5:30pm Committee and Staff Reports Police: The police officer distributed printed reports and went over how to read the report. Speeding on Main St was reported and individuals using left turn lane to pass vehicles. Also reported was traffic on Inn Road, there are only Yield signs, not Stop signs, vehicles speed through neighborhood. Questions were asked regarding the consistent increased activity in NPC#3 as this activity tends to bleed over to our NPC over time. Code: Tommy distributed his report, and a sheet to share concerns. He provided update on questions asked last meeting – Tiny Homes – city still has work to do before this is fully feasible – zoning and building codes. Minor Home Repair Program – out of 46 apps, 6 were in our neighborhood, Lead Abatement Program – 66 apps, 6 were in our neighborhood; this is a county wide program. Items raised - tatus inquiry - 36 Lathrop; it is still pending in court. 29 E. Kingman – trash cans are being left at curb after Wednesday pickup. Kudos to landlord – 24 E. Kingman – worked with Republic to get all of the curbside items picked up from tenant eviction week before Christmas. Beautiful Battle Creek: 395 Cliff nominated for Beautiful Battle Creek Award; Pamela Geleff moved that 395 Cliff be recommended as a winner of Beautiful Battle Creek, Andre seconded. Motion approved. If you know of any candidates for this award, please bring the address to the next meeting. Membership: Reminder to invite neighbors to join the NPC. You don’t have to live in the neighborhood, you can also work or own property in the neighborhood. Discussion held regarding standing up Membership Committee; individuals encouraged to think about this and we will discuss at our February meeting. Idea was put forward to organize a block party and use it for recruitment. There was a suggestion that we ask City to do a targeted mailing of our NPC Brochure in conjunction with the block party. Commissioner Comments: None Battle Creek Public Schools: None Old Business: NPC Bylaws were reviewed and discussed. It was noted that we should review these at least every 3-5 years. Question regarding quorum was brought up – in 2007the City Commission established that a minimum of 7; which was departure form Roberts Rules of half plus 1. Article IV, Section #3 does not reflect the 2007 decision. Question are we back to using Roberts Rule for quorum? There were no further items or discussion. There was a question if the city still makes guidebooks for new NPC members and if they could be distributed to our new members. Community Development replied – this is not being done at this time, but if there is sufficient interest it can be revisited. New Business: Housing – Availability of quality affordable housing is a major issue in Battle Creek. Could an invitation be made to Assistant City Manager Ted Dearing to speak to our NPC about housing and how we could be involved. Assistant City Manager Ted Dearing will be in attendance February 2, 2023 meeting. Member Comments: Thank you to all for your attendance and input.
