POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Doris Hale Facility 100 Green Street Thursday, April 6, 2023 7:00 PM James Moreno called the meeting to order at 7:10pm. Doris Hale Facility. Attendance: Cindy Fritz, Pamela Geleff, James Moreno, Yvonne Powell, Pat Shellenberger Members Excused: Andre Hoaglin-Jackson, Ryan Hoaglin-Jackson, , LaMarr Mingle, Kjersten Sullivan, Faye Washington Guests and Visitors: Duska Brumm, City Recreation Director, Todd Geber, Field Services Additions or Deletions to the Agenda: None Approval of Previous Meeting Minutes: this will be attended to a May meeting. Correspondence and Announcements: Battle Creek’s Mac&Cheese Festival, Saturday, April 15, Kellogg Arena, 3-7pm. Committee and Staff Reports: Police: No attendee, no report Code: No representative. Concerns expressed about garbage containers left at curb well after the Thursday afternoon cutoff; 24 E Kingman, 117 Highway, and 120 Highway. There are others on Highway, but don’t have addresses. Beautiful Battle Creek: 34 Horton; this will be addressed at May meeting. All were reminded to look for nominations for this award. Criteria, house, business or an organization in our neighborhood can be nominated. Membership: No new members. Commissioner comments: None present Battle Creek Public Schools: None Old Business: John Hart did not attend. New Business: Duska Brumm, Recreation Director for City attended and spoke about our parks and green spaces. It is time for the 5 year plan to be updated. She asked the council for input on what we were concerned about, what we thought was needed in our area and city wide. She asked attendees to complete a survey document that spoke to the items she discussed earlier. Members commented that there was no park in the Franklin area and expressed the inequity of this. Concern was noted about the condition of Post Park and the activities that go on in the park. Hamilton Park looks and feels neglected. Consensus overall is the parks in our area are not used because they are not safe and there is no Police presence to dissuade questionable activities. Concern was expressed out the vacant property along the BL that runs up to Main St., this should be developed to link up to the linear trail. There is no walking trail/path in the Post-Franklin neighborhood, closest such trail/path is Riverside Elementary. Todd and Duska both shared that we should express these issues and concerns in our survey responses. Chair will contact Chris Lussier to set dates for NPC targeted mailing/envelope stuffing . Member Comments: All were thanked for their attendance tonight and participation.
