Post / Franklin Neighborhood Planning Council Doris Hale Facility 100 Green Street Thursday, May 4, 2023 James Moreno called the meeting to order at 7:05 pm. Doris Hale Facility. Attendance: Cindy Fritz, Pamela Geleff, Andre Hoaglin-Jackson, Ryan Hoaglin- Jackson, James Moreno, Kjersten Sullivan, Yvonne Powell, Pat Shellenberger, Faye Washington Members Excused: LaMar Mingle Guests and Visitors: Barb Travis, Mikael Westry, Michigan Works! Additions or Deletions to the Agenda: None Approval of Previous Meeting Minutes: Approval of minutes was moved by Pamela Geleff and seconded by Andre Hoaglin-Jackson. Motion carried. Correspondence and Announcements: Post/Franklin Elementary School will hold a carnival on May 30. The NPC of�icers and the city Community Development of�ice will be present. The mailer to tell the neighbors about the NPC and invite them to the June meeting will be mailed two weeks prior to our June meeting. There will be no NPC meeting in July. August will be the picnic at Doris Hale. It will be on the second Thursday at 6 pm. Council will provide the meat, everyone is invited to bring a dish to pass. Saturday, May 6, is the Cinco De Mayo celebration in downtown Battle Creek sponsored by VOCES. Committee and Staff Reports: Police: Of�icer Le�ler is newly assigned to the Post/Franklin area (District G). He is a former medic and Lifecare EMT and served in the military in Alaska doing police work. He is now back in Battle Creek. He brought the April crime report. He noted that, as is the trend, as it gets warmer we see an increase in crime (more people out and about), and this year is no different. As was discussed at an NPC meeting a couple of months ago, the crimes continue to be mainly committed by juveniles. The police department is increasing staf�ing after a low and is forming a community policing unit. Neighbors expressed concerns about front yard parking and parking the wrong way on streets. Code: The Code Compliance report was distributed. Tommy noted that he has issued one vehicle �ive parking violation tickets, and no one cares about the city’s tickets. He did note that Judge Michelle Richardson is a particularly good judge about following up with code concerns. Property surveys are starting. Beautiful Battle Creek: 34 Horton was nominated for a Beautiful Battle Creek award. Cindy Fritz moved, Pamela Geleff seconded. Motion carried. Membership: We will be promoting the NPC at the Post/Franklin school carnival on May 30th. The city development department will also be at the carnival to promote their programs. The carnival is from 5:30 to 7 pm. The mailer we prepared with the help of city Community Development will go out two weeks before the June meeting. Commissioner Comments: No commissioners were present. James Moreno will reach out to our ward commissioners and to the at large commissioners to invite them to our meetings. Battle Creek Public Schools: No one present. James Moreno will reach out to the Post/Franklin principal to invite her to our meetings. Old Business: The NPC mailing in done and ready to be mailed. Backyard chickens are again coming in front of the City Commission. There was a discussion about how chickens are legal, but the small lot size in Post/Franklin makes meeting the set-back requirements a challenge. Member Comments: All were thanked for their participation and attendance. Andre and Ryan will be missed next month. Kjersten brought cookies in honor of Cindy covering for her as secretary for several months. Public Comments: Michigan Works! shared information about their new programs, LEAP and BRES, along with an update on how the HUBS are doing. Barb and Mikael shared they are available to take questions and assist in promoting the programs and assist job seekers. Adjournment: Meeting adjourned at 7:57 pm.
