POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Doris Hale Facility 100 Green Street Thursday, September 7, 2023 @ 7:00 PM James Moreno called the meeting to order at 7:05pm. Doris Hale Facility. Attendance: Cindy Fritz, Pamela Geleff, Andre Hoaglin-Jackson, Ryan Hoaglin-Jackson, James Moreno, Yvonne Powell, Pat Shellenberger Members Excused: Faye Washington, LaMarr Mingle, Kjersten Sullivan Guests and Visitors: Tommy Engle, Code, CPL Emily Leach, BCPD, Sanita Virgil, NIBC, Whitney Wardell, NIBC President and CEO Additions or Deletions to the Agenda: None Approval of Previous Meeting Minutes: Pamela Geleff Moved to approve the June 1, 2023 minutes. Second by Cindy Fritz; motion carried. Correspondence and Announcements: Reminder this Saturday the 16th at Friendship Park is the Latin Heritage Festival. This will kick off the National Hispanic Heritage Month Sept 15-Oct 15. Parade of Flags begins at 11:40, main program kicks off at 12. Event runs until 4pm., food, vendors, and kid friendly crafts. The event is free to the public. Sept 23rd, Neighborhood Clean Up, 1-4, 275 Cliff St. The theme is carnival, with things for kids, snow cones, cotton candy, and more. Item that won’t be accepted are Mattresses, tires, electronics, or yard waste. We will have a vehicle or two to go around to elderly and those that can’t bring items to dumpsters. Calhoun County Democratic Party will be hosting an End of Summer BBQ fund raiser on September 15, 2023, at 260 Orchard Ave., cost is $10 a person, or $25 for a family of 4. October 3rd, Doris Hale Multipurpose room, 5-7pm Permanent Supportive Housing Discussion. Committee and Staff Reports: Police: CPL Leach distributed the Crime Reports for June – August. She noted that there has been an increase in the number KIAs being stolen, and it has moved to dealership lot. The majority of the crimes are being committed by juveniles. Advised individuals should ensure their vehicles are locked and nothing of value left in car or in visible sight. She noted there is a homeless camp along the river. Reported front yard parking 112 Highway. Front yard parking at home between Euclid and Grenville, Dodge mini van. Code: Tommy distributed his report. He also circulated a sheet to share concerns. Several individuals commented on the number of weed citations, likely due to the lack of a Mowing Coordinator; she retired and was not replaced. 29 E Kingman reported for putting out trash too early and having it sit over the weekend for Wednesday pickup. 21 E. Kingman, soffits are separating from the roof and house. Beautiful Battle Creek: The following addresses were presented for consideration: 51 and 70 E. Kingman 104 Grenville 40 Cliff 58 Bennett St Motion made by Pamela to approve and second by Pastor Sullivan, motion passed. All were reminded to look for candidates and bring their address(s). Criteria, house, business, or an organization in our neighborhood can be nominated. Membership: All were reminded to talk to neighbor(s) and invite them to NPC meeting. Chair is pursuing a potential member. Commissioner comments: None Battle Creek Public Schools: None Old Business: None New Business: Ms. Wardell, President/CEO NIBC and Ms. Sanita Virgil, Community Engagement NIBC attended meeting and spoke to their key areas of NIBC. Ms. Wardell shared she is working to get NIBC recertified with National Home Loans bank of Indianapolis. She is also trying to re-engage the Landlord/Tenant Roundtable, discussion about hosting one of the roundtables in our NPC. NIBC provides Home Buyer Training, has funding for rehab projects, and funds to help individuals with rental assistance in order to try to prevent homeless situation. She is looking forward to working with community. Ms. Virgil spoke about Community Engagement that NIBC is engaged in. She will be working with our NPC and the community regarding the Permanent Supportive Housing Initiative. Helen Guzzo, Community Development Department Head will attend October NPC and share information from Oct 3rd meeting on Permanent Supportive Housing. This will be opportunity for NPC and neighbors to discuss this project more fully. Member Comments: All were thanked for their attendance tonight and participation.
