Meeting Minutes
July 23rd, 2012
The meeting was held at First Assembly of God Church, 800 S. 24th Street, Battle Creek Michigan
Call to Order & Welcome
Chair, Jeff Koteles called the meeting to order at 7:03pm
Attendance:

Additions or Deletions to Agenda: none
Minutes: Mike Troutman motioned to approve June 2012 minutes with support from Dave Weaver. Minutes
were approved as written.
Police Report: No officer was present so Jason Francisco handed out written reports. No questions were asked.
Public Service Announcements from Commissioners:
Commissioner Domenico followed up on complaints from a resident in our ward that is waiting for the
prosecutor's office to move on their malicious neighbor complaint. It is still in the works and is on the
prosecutors desk in line with many others awaiting prosecution.
Following the state's directive, a new procedure for handling drunken youth who need help is in place. If youth
are in trouble and need help getting home they may call police to come and not get arrested or into trouble.
He shared that the commission decided to not take a stand on the 911 funding changes options on the ballot for
August. His rationale was this commission didn't want to make decisions setting a precedent for a tax credit for
the next commission.
He also reported that Mary Lou Ramon wouldn't be here tonight but would be back the next month.
Jim Haadsma, our county commissioner shared that the road commission's fate would be on their agenda to
decide to dissolve it as a standalone entity and make it a department of the county commission. The road
commission has not been present at the task force meetings held to make the decisions. Parks are also under
the road commission and would also be affected by the task forces decision. Kimball Pines parks has been closed
for 2 years and is being examined for future uses.
Committee Reports:
a. Membership :
Nothing new. We are still looking for new members.
b. Beautiful Battle Creek Award‐ Members were asked to bring names of beautiful places in their neighborhood.
c. Neighborhood Planning‐ Their meeting was cancelled nothing on the agenda.
D. Woodland Park‐ Meeting of the board to name trails next month. Contact Joyce if you have any suggestions.
City Staff Report: Jason Francisco handed out written reports. Campaign signs need to be placed so they do not
block views of oncoming traffic.
A member suggested that the Copper Chimney, Hot and Now need attention as abandoned/neglected,
particularly in the back of the buildings..
Corner of 29th and Columbia has a visibility issues because of bushes.
New Business: none
Program:
‐Johnny Cash, Mark Jones, Christine Kosmowski & John Stults are the 4 Candidates for Water Resources
Commissioner who presented themselves to the group speaking briefly on why they would be good for the
position. They all stayed for questions after the meeting.
Comments for the Good of the Order:
a. Public Comments: Dave Adams talked about his run for Calhoun County Commission Sheriff
Mark Jones chair of NPC 4 is scheduling a town hall meeting in late September to discuss zoning,
code enforcement, fire and other items of interest to residents. Date to be determined. Everyone's
invited.
b. Member Comments‐ Jeff apologized for missing/skipping the invocation at the beginning meeting.
‐Dave thanked the 4 candidates for coming. All 9 were invited.
‐Pete thanked the water commissioner candidates for coming and told them he hoped for their help
with our water issues
‐Jeff mentioned date of the city commission's next meeting.
‐Dave is trying to get Kate Segal and Mark Behnke for our August meeting.
‐Jeff said he would vote no on 911.
