Meeting Minutes
February 25, 2013
The meeting was held at First Assembly of God Church, 800 S. 24th Street, Battle Creek Michigan
Call to Order & Welcome
Chair, Jeff Koteles called the meeting to order at 7:04pm
Cecil Salinas led the invocation.
Attendance:

Chair Notes/Correspondence/Announcements:
• Planning Commission Meeting on Wednesday Feb 27 at 4:00pm where the Capital Improvement Plan
2014‐2019 will be deliberated and recommendations made. Also the Willard Beach grant will be up for
deliberation and recommendation. And a special use permit for the Salvation Army is being reviewed.
• Chair Jeff Koteles addressed special assessments from the Goguac Lake Board to residents who do not
even have access to the lake. Commissioner Domenico, who is a member of the Goguac Lake Board, is
looking into the process of who is assessed the tax and why and who decides/governs this assessment.
Additions or Deletions to Agenda: none
Minutes: Mary Lou Ramon motioned to approve January 2013 minutes with support from Joyce Garrett.
Minutes were approved unanimously with a correction. Under Committee Reports; a. Membership; last line
that reads:
"Those individuals removed are Danyelle Bradsahw, Gary Blagg, and Tom Cramutolo are being removed from
membersip pending the city commissions action. "
Mary Lou Ramon shared that the Riverside NPC acted upon the Willard Beach grant proposal the same night it
was presented and sent a letter of support. She was concerned about our lack of voting on the same night. The
rational was that we did have time to think about it and still meet their deadline. No motions were made.
Police Report: Eric Morris handed out written reports. No officer was present.
Public Service Announcements from Commissioners:
Commissioner Fulton thanked the group for their dedicated efforts and was impressed by the brochures from
Neighborhoods Inc.
March 5th commission meeting will address the city's redistricting. In our area, a small section across from the
Lakeview Middle School is being looked at, to be moved to another ward.
Commissioner Domenico
• Encouraged the membership to come to the upcoming workshop in March about police,crime, and
perceptions.
• After giving the newly elected drain commissioner a chance to get settled in, commissioner Domenico
addressed the Horseshoe Pond and flooding in the area. Chris Dopp from the city is also involved and
working on a gravity drainage system including 5 ponds that will eventually drain into the goguac lake.
There will be an assessment for this project. This project could begin very soon, possibly this year.
Committee Reports:
a. Membership : Linda Patenaude said we are looking for new members and brochures are available for
handing out.
b. Beautiful Battle Creek Award‐ None submitted this month.
c. Neighborhood Planning‐ See Chair Notes.
d. Woodland Park‐ The park committee is having a meeting and welcomes new members. Wednesday March
20. 2013 at 4:00pm at the Lakeview Senior Living Center large activity room. Contact Joyce Garrett at (269) 969‐

City Staff Report: Eric Morris passed out written reports. Business' are being targeted by the city to not pile
snow so high that it impedes visabilty to drivers along the roadways. Members voiced concerns over snow
removal on cul‐de‐sacs and boulevards. It would be better to throw snow away from homes into the center of
these types of roadways. Changing the direction of the blade on the truck could accomplish this. When snow is
removed by front loaders they are damaging curbs in the cul‐de‐sacs.
Old Business: Willard Beach
Mike Troutman made a motion to send a letter of support for the Willard Beach Grant Project, seconded by
Joyce Garrett. After discussion there were no votes to support the motion.
Dave Weaver made the motion with support from Linda Patenaude to send a letter of opposition for the Willard
Beach project. After much discussion, the motion passed with 5 in support, 3 no, and 3 abstentions.
Commissioner Ramon and Domenico abstained from discussion and voting on this matter.
Election of Officers. Jeff Koteles‐ Chair, Dave Weaver‐Vice chair and Linda Patenaude‐Secretary were all elected
unanimously by acclamation with a motion by Mary Lou Ramon seconded by Joyce Garrett.

b. Member Comments:
• Joyce Garrett thanked the officers for their dedication and continued work in the coming year.
• Concerns over the emergency siren checks done each month, they were not going off.
• Jeff Domenico asked that our meetings become more formal & structured that members may not
speak until acknowledged by the chair.Several other members also seconded this recommendation.
Adjournment: Meeting was adjourned at 8:32pm .
Next Meeting: Christine Kosmowski, Water Commissioner and Randy Ramsey from CEI, the project engineer for
the ponds, will come to speak on the flooding issues in our area.
