WESTALKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Minutes April 22nd, 2013 The meeting was held at First Assembly of God Church, 800 S. 24th Street, Battle Creek Michigan Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:04pm Cecil Salinas led the invocation. Attendance: Members: Chairman: Jeff Koteles, Secretary: Linda Patenaude, Vice Chair: David Weaver, Diana Cole, Julie Davis, Tom Frame, Joyce Garrett, Cecil Salinas No Commissioners attended Guests: Christian Plasencia, Kevin Kline, Sharon Newell, & Atlee McFellin City staff: none Chair Notes/Correspondence/Announcements: None Additions or Deletions to Agenda: Minutes: Dave Weaver motioned to approve March 2013 minutes with support from Joyce Garrett. Minutes were unanimously approved. Police Report: No officer present. Written reports were provided. Public Service Announcements from Commissioners: None Committee Reports: a. Membership : Linda Patenaude said we have some prospective new members but are looking for new members and brochures are available for handing out. b. Beautiful Battle Creek Award‐ 3313 Gethings Road was nominated. We would like to have at least three extras, so Please bring more to each meeting or e‐mail them to Linda at Lptaguru@aol.com c. Neighborhood Planning‐ nothing d. Woodland Park‐ The spring clean‐up was completed and really successful. The group was pleasantly surprised at the reduced amount of litter to pick up, compared to other years. Calhoun County Search and Rescue, with members from all over Michigan does their training in Wooland Park. The committee are looking for a group of volunteers to come and help spread the wood chips on the trails. Contact Joyce Garrett at (269) 969‐8945 or Woodlandpark@comcast.net if you know of a group that may help. City Staff Report: Jeff handed out code reports. A city staff member was not able to attend but shared that if we had any concerns we could forward them to Marcie Gillette. Joyce Garrett complimented the responsiveness of the city to our reported issues. Old Business: Meeting date for May needs to be set. It was decided to move the May meeting up one week because of the Memorial Day holiday. Linda will send e‐mails to the people she has e‐mails for. Linda will also check with the First Assembly of God to get approval for the space. New Business: none Program: Christian and Kevin presented again about the Carroll Development. They shared that there is a waiting list for the condos and there is a market for adding more. They are planning on leaving a 165 foot buffer zone of green between the development and the Windamere neighborhood. They asked for concerns from the group. Some concerns listed were: ƒ View from the neighborhood of garage doors and trash recepticals ƒ Zoning change needed‐ they aren't building individual homes as the zoning calls for ƒ Worried about loss of property values ƒ Concerns with a second entry on Gethings Rd ƒ Traffic concerns at the corner of Gethings and Helmer Carroll Development is looking for a letter from our Council to the Planning commission. After much discussion it was decided to table voting on a letter until the plans were more complete. The group will come back in May with more definitive plans. Comments for the Good of the Order: • Public Comments Christian asked about process for getting a letter of approval from the Council. No motion to write a letter was made. • Member Comments: The Council would like to have a drawing (rather than a picture) of what is planned on paper so the planning commission will know specifically what we have written the letter about. Neighbors from the surrounding area are invited to our May NPC meeting to discuss the Development. Adjournment: Meeting was adjourned at 8:16pm Next Meeting: Kathy Sue Dunn our County Commissioner will tentatively be our guest speaker. Carroll Development will also present a detailed plan for the Keystone Lake Rentals at the May meeting.
