WESTALKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Minutes May 20th, 2013 The meeting was held at First Assembly of God Church, 800 S. 24th Street, Battle Creek Michigan Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:03pm Cecil Salinas led the invocation. Attendance: Members: Chairman: Jeff Koteles, Secretary: Linda Patenaude, Vice Chair: David Weaver, Diana Cole, Gary Dodd, Pete Francisco and Cecil Salinas Commissioner Jeff Domenico Guests: County Commissioner Kathy Sue Dunn, Christian Plasencia, Kevin Kline, Darlene Norman, & Elmer Hoover City staff: Eric Morris Chair Notes/Correspondence/Announcements: The BCATS (Battle Creek Area Transportation Study) was passed out describing the projects for road work for 2014 ‐ 2017 Additions or Deletions to Agenda: Darlene Norman asked to address the Council about traffic/parking issues on Ferndale Court under new business. Minutes: Cecil Salinas motioned to approve April 2013 minutes with support from Pete Francisco. Minutes were unanimously approved. Police Report: No officer present. Written reports were provided by the city. Public Service Announcements from Commissioners: Jeff shared that Battle Creek is now officially a bike friendly community. There are levels of bike friendly communities and we are at the beginner level but are making progress to move up by making the necessary improvements. The commission is working on the budget. There are currently 62 open positions in the city and monies for those positions are being looked at. Committee Reports: a. Membership : Linda Patenaude said we are looking for new members. b. Beautiful Battle Creek Award‐ 1134 S. 24th St. was nominated. We would like to have at least three extras, so Please bring more to each meeting or e‐mail them to Linda at Lptaguru@aol.com c. Neighborhood Planning‐ nothing the meeting was canceled again this month d. Woodland Park‐ Gary Dodd shared the spring clean‐up was completed and really successful. Off Gethings Road there is an area under the power lines that has been cleared. Gary thought maybe Consumers Power and the city could partner and this could make a good dog park. The committee is looking for volunteers to come and help spread the wood chips on the trails. City Staff Report: Eric Morris handed out code reports. Resident, Darlene Norman shared concerns about the narrow street she lives on, Ferndale Court. She was troubled that code enforcement officers were ticketing residents for parking on the sidewalks. She says without parking on the sidewalk cars cannot drive down the road. Eric Morris was familiar with the problems on the street and said that he and the city are assessing the situation and trying to come up with solutions. A possible solution is parking on one side of the street only. He agreed that it is narrow and has advised the city engineer to look into what can be done. He also said that some homes did not have driveways and that caused more street parking. Old Business: Neighbors are putting their home up for sale and moving, because nothing is being done about a bully who lives next door to them. This problem has been going on for quite some time and has been addressed by Jeff Domenico and police offers at our meetings several times. Complaints were sent to the previous prosecutor and nothing happened. Commissioners Domenico and Dunn will follow up with the new prosecutor, Mr. Gilbert Christian and Kevin presented again about Keystone Luxury Rentals project and answered questions. They addressed the concerns raised at the last meeting many by the residents of Windamere. They provided printed handouts with renderings of the proposed site with the changes in writing. Dave Weaver, with a second from Jeff Domenico, motioned to send a letter of support to the Planning Commission for the development based on the drawings with the changes provided. The motion passed with 6 votes in the affirmative and 2 abstentions. New Business: none Program: Commissioner Kathy‐Sue Dunn introduced herself and shared her connections in our community. She also shared that the county commission is working hard on their new position of taking care of the county roads. She passed out business cards and said she was available if we had any concerns.
